Kuroumi Empire
A Semi aquatic Empire made up of different kingdoms of Merfolk founded by their Emperor and the ruler of the Nocturne Sea Isurus no Mizuhime after the Mer-Dragon War with Long Haiyun.
Structure
The Empire is structured around a rigid caste system based on ethnic background and professions.
The Emperor - The main ruler of the Kuroumi Empire and Sultan of the capital Mu-Mer
Sultan Caste - The Sultans are the regional rulers of the empire's kingdoms. This caste contains high status individuals close to the sultans such as retainers, honor guards, advisers, stewards, and nobles.
Coral Caste - The religious caste of the empire. Headed by High Sages that have authority close to the sultans. This caste oversees ceremonial events, passes judgments, and manages the raising and birthing of the young.
Shark Caste - The main warrior caste made up of ethnic shark mer. Created and headed by the Sultan Isurus no Mizuhime at the start of the empire. Members serve as the main military and protection force within the empire and hold high status. Members are aloud to carry war weapons in public and are expected to act as peace keepers.
Marlin Caste - A caste created by the Sultan Xiphias Nonoue with the blessing of the Emperor. The main purpose being to provide mobility within the system and create a secondary warrior caste to aid in war efforts. It's members are chosen from other castes and can provide a second chance for disgraced merfolk.
Abyssal Caste - The caste made up of all ethnic abyssals. As they are not often seen they hold no authority within the main system and are expected to keep to themselves.
Shell Caste - A special profession caste for the empire's builders. Tasked with building dwellings, repurposing ruins and maintaining structures and defenses.
Fish Caste - The main civilian caste that makes up the bulk of society. Members of this caste are often merchants, craftspeople, hunters, gatherers and service providers.
Out Casts - Not an official caste but more of a status for those who do not fit the system or reject it. Sometimes criminals or exiles, most of which find themselves in Brakwater Delta where the caste system is less observed.
Unaligned - Mer that have broke off from the empire, never were or are yet to be a part of it.

Members believe their goal is dictated by The Ocean Mother in order to protect the ocean and their kingdoms.
Sects
Shamans in the empire having existed prior to the founding of the empire and the official establishment of it's religion are recognized by the Coral Caste. These Shamans mainly practice in elemental and ancestral worship and lead in local rituals such as funerals or create and provide medicine. While not members of the Coral caste they are highly respected.
