Accordant Concision
History
The tradition goes back to Year 125, the Accordant Council at the beginning of the Scalepurge. While it likely existed in some less solidified manner beforehand, after Y 125 it became a cultural taboo.
Execution
The principles of accordant concision are simple: When making a decision, everyone must agree or disagree in a clear manner. A decision hasn't been made until everyone involved has at least grunted. Disagreements must be voiced with specific reasons, and agreement must be specific. Abstentions must be verbal, though they need not be as clear.
