Government

Run by a city council that is mostly made up of members of the priesthood, Arcstrum's day to day running is left to a major that is  elected by the citizens and affirmed by the rest of the council. The mayors job includes collecting the taxes for the city.   Even though the council taxes the citizens and businesses of Arcstrum,  the majority of its funds are provided by the Purple Priesthood, making the settlement somewhat reliant on outside help at all times.

Defences

Strong fortifications surround this settlement, and the city is designed to allow the defenders to fall back twice; once across the river to the main fortification, and once into the tunnels of the cliff face.

Infrastructure

Most of the businesses supply the church hospitals with tools and supplies. The majority of businesses are apothecaries, herbalist, and alchemists. The second largest business sector is those that make tools for the hospitals; carpenters for furniture, ironsmiths for the braces and restraints used for more belligerent patients, and intricate craftsmen to design and build the surgical instruments.

History

Founded over a thousand years ago, before the birth of the Zekrucar Empire within whose borders it now sits, Arcstrum is one of the oldest continually inhabited sites on the eastern side of Autevall. It has only been attacked 3 times in it's history, for few fighting forces are willing to upset the Purple Priesthood or Otrix for fear of reprisal.

Tourism

Those who suffer from ailments that cannot be cured elsewhere often make a pilgrimage to Arcstrum,  hoping that they can heal them. None are turned away. Once a year, those ailments that even these learned healers cannot nurse back to health are sent by skyship to the Silver Garden.

Architecture

The architecture of most of the fortification predates the empire, as it was built before it came to be. The outlying areas, on the other hand, have been rebuilt repeatedly and have a more modern look to them.

Geography

The main hospital and chapel are built into the side of the cliff that makes the west side of the fortification. Though most of it does jut out into the larger area of the inner citadel, there is also much built into the hillside itself. Those whose minds can no longer be reached are housed inside the mountain itself.   On the east side of the inner citadel runs the Iropon River. A bridge crosses it, but its edges are fortified on both sides and iron grates cover the section both north and south.    On the other side of the river sits the craftsmen's quarter, where most of the industry in the settlement takes place. it has its own wall guarding it against attack.    Outside the craftsmen's quarter variable land has been carved out of the forest and is tilled and planted yearly.
