They are Effra Bulbizarre and Rita Bulbizarre's child. When the first colony Gigantica was founded in The Frozen Wastes, Yuli was chosen by their father to govern and take care of the colony. They were also tasked to study the ice giants roaming around the lands. They could count on a fearsome Gladiator called Achilles from The Coast. Thanks to their mother's origins, they were able to get good contact with The Coast.
Yuli swore to suppot their family as much as they could while sending the much needed materials to forged basic weapons back in Dragonleaf.
