My people, they say this is because I am strong. I am strong. This is not why I defeat your armies. They say that it is my hatred that gives me my strength. I do not hate you. I win many battles because I understand you. Understand your empire. Understand your people. It is for this reason also that I cannot hate you. Hatred always comes from misunderstanding. You want to make perfect. Yourself and all others. You think you cannot be perfect until you know all. Control all. This is why you conquer. We are the same. Always seeking strength through conquest. I see you come before me in all the strength of your people. The organization. The discipline. The iron will. You do not use this strength. You meet with me under the old signs. You speak to me as equal. We speak as men. As leaders of men. I see that you understand us. Maybe better than I understand you. I think perhaps I do not win this battle. Have no more victories. I do not deny your challenge. We will fight as men, just as we speak as men. First I ask a death-boon: Do not indulge your people in their hatred. Nor my people theirs. Teach them to understand. Structure
The Imperator Resplendens wields absolute power. Directly beneath them lay the Familias Maior, the great houses of the nobility. Theoretically each house is equal to one another beneath the emperor and above all others, but in practice their politicking, wealth, and prestige cause stratification. The Senatus Solis is made up of officials appointed by the Familias Maior and handles much of the day to day operation of the empire and keeps the bureaucracy running.
Each territory and city of the empire is essentially a microcosm of this structure, with a consul acting as imperator to their province and a magistratus acting as imperator to their city. Both these positions can theoretically be attained by appointment or election, but in practice each province and city have a tradition that is very rarely departed from.
Public Agenda
It is the duty of every citizen to extend the Imperator's reach to all that lies under the light of the sun and unite all mankind under his banner.
History
The Empire of the Sun, or in recent years: The Shattered Empire. An authoritarian regime run by a tyrant, which nonetheless offers the most individual freedom for its people of any human nation. No longer a monolith, the disparate remnants of the old empire behave differently, making a general description difficult. If local stories paint them as an honorable neighbor, good trading partner, and reliable ally then they probably are. If local scuttlebutt decries them as barbarous slavers, raping and pillaging the coastlines, that's probably true. The Empire's history is known throughout the world, and for a time, it was the history of the world.
Solaire, the City of the Sun and capital of the empire, was founded in the nearly pristine ruins of the earlier Kingdom of the Sun Elves city of the same name.
The initial expansion was one of peaceful religious fervor, most peoples and even nations enthusiastically relinquished their independence.
There was no period of quiet after the first wave: the first to refuse assimilation were conquered by the most diverse armies yet mustered.
By the time the continent had been brought to heel, little of the old cultures remained: a new one had been forged in the crucible of war.
Eventually the Imperator's banner flew on every continent save one: Kanō Rimpa resisted just long enough for the Shatter.
In the wake of colonial troubles escalating beyond control due to adventurers, the empire endorsed some of its own, to disastrous result.
An adventuring party, the apples of the Imperator's eye, performed a terrible ritual to ascend to godhood which shattered the empire.
