Government

Caleselis may look like a monarchy from the outside, but up close it's easy to see that its roots are still that of an organized crime family. The Don or Dona has autocratic control that most monarchs can only dream of because there is no nobility. Power flows from the head of the government to their chosen subordinates. The most important of these are the Underboss, essentially the right hand of the government ensuring its will is enforced and managing the affairs of the city and its people, and the Consigliere, the left hand which serves as an advisor and handles political and intelligence concerns. The pyramid continues to broaden as you proceed downward, and each and every enforcer on the streets of the city owes loyalty and pays homage to the Dona. "Taxes" in the city are even more of a protection racket than in most settlements and no one does business in the City of Sin without ensuring the Dona gets her cut.

Industry & Trade

The slave trade remains the backbone of the city's economy, but the legality of other vices has led to a booming business centered around each of them. An absolute flood of drugs which are illegal in most of the world washes over the people of Caleselis, and though it won't be listed on any official manifests, they are exported across the world. A well worn dark joke about the city holds that you couldn't swing a dead prostitute without hitting a live one, and there is a kernel of truth in that no other settlement in Khthon has even close to as many per capita. In particular, Redbrick Road runs through all the city's districts and every building alongside it is a brothel.

Infrastructure

Though a great many object to what is often carted along it, none would claim that the roads Caleselis built and maintains are anything less than incredible. Even for those who abhor the city on a moral level, there is no better way to travel between Sargosa and Hellenis.

History

The City of Sin lived up to its name right from its founding. It is a city built with slave labor in order to serve as a hub in the slave trade. Every other vice imaginable was right behind. As the city was founded for that purpose all such things are legal in Caleselis, but their criminal origins are not so easily forgotten: the city's government looks like a monarchy from the outside, but up close it's easy to see that its roots are still that of an organized crime family. Even the word they use for their ruler reflects such: though Don and Dona are the Sargosan words for Duke and Duchess, and that's likely how an ambassador or politician would choose to interpret it, it is not accurate. Colloquially in Sargosa, those words refer to the heads of established crime families. It was the marriage of a Hellenistic minor noble to the scion of one of those established sargosan crime families that created the ruling family.
