Harbin has occasional contact with officials from Duke Owain, though there have been none recently. He isn't an ally of the Crimsons, but has been scared into doing their bidding (or at least not resisting it and mollifying the other townsfolk) for the time being.
Religious Views
Even as a follower of the Twelve, Harbin is more of a pragmatist and a realist than one to be caught up in religious fervor.
Social Aptitude
Despite his cowardice and weak-will, Harbin was actually considered a fairly good townmaster before the arrival of the Crimsons, managing to win multiple elections as village head. In part this was because no one better wanted the job, but Harbin is empathetic and knows how to relate to the townsfolk, and, despite his stutter, he speaks intelligently and can make arguments which sway many of the townsfolk.
Since the arrival of the Crimson's, Harbin's social standing has gone down considerably. He still maintains that all his actions are for the safety of the townsfolk, but he's begun to appear more and more like a collaborator at worst and an enabler at best. He defends the Crimson's actions toward the townsfolk, arguing that they maintain the peace and protect the town (and quietly implying they could do much worse without the town really being able to resist them), and hopes that eventually they'll move on or the trouble will blow over. He regularly caves to the demands of the Crimson's and anyone else who makes a convincing threat towards him.
Wealth & Financial state
Harbin is wealthy compared to the other citizens of the town. While he was wealthy even before he gained his position of Townmaster, he has used his position to further enrich himself. Harbin isn't notably or egregiously corrupt- it's expected that being Townmaster comes with certain perks of job, which Harbin always frames as grateful recompense for all the unpaid work he puts in on the town's behalf. Still, some townsfolk grumble about how he insisted on building a new town hall only to move into it and out of his old house, and about how certain disputes about property rights and land deeds have gone his way.
