Elvish Empire

Structure

The head of government of the Elvish Empire is a council of the greater houses' mistresses. They make decisions for the multitude of elvish houses spread over most of the material plane, which are each governed by a group of matrons.

Public Agenda

The empire wishes to unite all of the people under good elven rule.

History

The Elvish Empire was born through backstabbing at the older Dady Empire. The elven slaves, quite appreciated by the dadys , suddenly revolted in unison, causing the eventual end of the dadys and the rise of the elves. The new empire quite effectively replaced previous dady territories, quickly forming houses as they went. They quickly calmed down afterwards, leading few wars and having an easy life - almost paradise on the material plane.

Disbandment

The empire fell because of the Elvish Wars (also called Great Schism), when most elven houses attacked the dark elves for following Lolth, a demon queen. The ensuing weakness caused the empire to fall in upon itself, leaving behind a wilderness that was heaven for all kinds of monsters.

Territories

At its peak, the Elvish Empire holds Silur, Litchy, and Bao-Mou, as well as smaller islands in the surrounding area.

Military

The empire doesn't keep a standing army. Instead, each house has a differently sized armed force, often under leadership of a Game Master or Hunt Master, which is supposed to follow the council's summons in case of need but more often is used for hunting parties.

Foreign Relations

The empire tries to hold amical relations with its neighbours, as they try to engage in as few wars as possible so they can have peace at home. Perversely, this translates into racial segregation and oppression of non-elves.

Legislative Body
The council decides upon basic laws, but most houses have their own code of honor and nobody really cares about unified laws. In one place, high expectations are placed upon manners and perfect appearance, whilst another owns decrepit slaves of their own race and hold mass orgies.
Judicial Body
Each house judges crimes for themselves, which often takes the form of elders educating youngers.
