Primor
Atresa is ruled by the Primor, who oversees the Council of Prime Lords. Positions on the council are historically gifted and awarded with the Primor’s wishes and approval of the Council, they can also be taken away in such a manner. While the Council may write and declare laws, all laws must be signed off by the Primor.
The Primor is chosen out of the Prime Lords after the last one dies. While not a legal technicality it is usually the eldest child of the last Primor.

The Primor must be from the Council of Prime Lords, and must be at least 18.

Duties
The Primor is expected to be the civilian face of the Atresan government, and the leader the city and its lands look to in a time of crisis.
Responsibilities
The Primor is responsible for leading the Council of Prime Lords, choosing new members of the Council, elevating people to Prime Lord, signing off or vetoing any laws the Council suggests, and making executive decisions during a time of crisis.
Benefits
The Primor gets to live in the Primor's Palace in the city, and is generally treated like high nobility.
Accoutrements & Equipment
The Primor is usually dressed in fine green robes with gold trim, and carries the Sceptor of Atresa, with a rare Star Gem at its top.
Grounds for Removal/Dismissal
The Council of Prime Lords may, in extreme circumstances, hold a super majority vote to remove the Primor. It's an obscure law most have forgotten, but it exists.
