Treaty of Drogheda

Preamble   Following the disturbance and violence of recent times; recognising the political reality of the present situation in Ireland; and anxious to achieve a lasting peace in Ireland; both contracting parties to the treaty agree on the following terms.   Article 1.
All counties of Connacht, Leinster, and Munster, as well as Donegal, Cavan, and Monaghan from Ulster; shall form the "Irish Free State". The Royal navy shall retain rights to make use of Lough Swilly, Berhaven, and Spike Island. The remaining 6 counties of Ulster shall form "Northern Ireland" and remain part of the United Kingdoms; which shall in turn henceforth be known as "The United Kingdom of Great Britain and Northern Ireland"   Article 2.
This Irish Free State shall be a Dominion of the Crown with His Britannic Majesty King George V or his lawful successor as Head of State. Whom shall appoint a Governor General to act as regent in the Free State. Northern Ireland shall become a province of the United Kingdom, the King shall be represented by a Governor or Lord Lieutenant.   Article 3.
The Government of the Irish Free State and Northern Ireland shall both have a devolved legislature, comprising a house of commons and senate. They shall have full legislative authority over all non-reserved issues.   Article 4.
The Irish Government shall have full control over all issues save the following: The Crown, or succession thereto; Foreign Affairs; Military Affairs (Norther Ireland only Trade of which any part takes place outside the area to which the governments have jurisdiction; Naturalisation; Titles, Dignities, or Honours; or anything which, by this Act is declared a reserve power and for as long as it remains so. and shall seek the agreement of the British Government before imposing any decision regarding the status or rights of British or Irish subjects in Ireland.   Article 5.
All people living in the Irish Free State shall have one year to decide if they wish to be considered Irish of British subjects and declare their allegiance. After which they will be considered subjects of their preferred nation. If no declaration is made they shall be presumed to be subjects of the Irish Free State. Those who declare themselves British will have the right to move to Northern Ireland, however will not be prejudiced in any way for choosing to remain in the Irish Free State.   Article 6.
The inhabitants of Northern Ireland and the Irish Free State shall have the right to acquire and maintain arms such as may be necessary for defence of themselves, families, property, others they have a duty of care for, and to maintain the King's peace in Ireland.   Article 7.
The Church of Ireland shall be disestablished as the official religion in Ireland. Northern Ireland will be free to choose its own state church. The state church of the Irish Free State shall be the One, Holy, Catholic, and Apostolic Church. The state religion Shall be Catholicism.   Signed in good will by the grace of God on this the first day of November in the one thousandth nine hundredth and sixteenth Anno Domini at the city of Drogheda, County Louth, Irish Free State.
