Feng-Nao

Hidden amidst banks of perpetual opalescent mist stands the third of the great dessert cities. Feng-Nao is known for its raucous inhabitants and gypsy lifestyle. Talented performers and tradesmen gather here to hone their craft and make a name for themselves. Drink runs freely here and tales of the cities nightlife are legendary. The inhabitants of Feng-Nao are friendly and free-spirited and their dark skin hints at possible roots with the indigenous Si-Xiong.   But for all the rumors that circulate through Kōryō about it, Feng-Nao is largely shrouded in mystery. The city keeps the rest of Kōryō at arms length and acts autonomously from the other cities, enjoying a degree of sovereignty that the other cities do not share. The Daimyo estate is also rather odd; its architecture is unlike that of anything else in Kōryō. It follows a convex theme and in place of its roof is a powdered glass dome that spans the structure.   The city has remained under the rule of Daimyo Liu-Xiao for several hundred years. Because she shows no signs of aging, rumors that the Daimyo possesses a form of immortality have made their rounds through Kōryō.

Demographics

Yokai and human alike thrive in this wealthy city and enjoy luxuries that cannot be found anywhere else in Kōryō. Most of them are artisans or tradesmen and live comfortable lives in the city. Natives of Feng-Nao can trace their lineage back to ancient Si-Xiong tribes and many more were once Si-Xiong that left their indigenous lifestyles in favor of settling in the city.

Government

The current Daimyo of the Dreaming City is the eccentric and reclusive Liu-Xiao. She rarely sets foot outside of Feng-Nao and seems to care little about what transpires outside her city walls. While she must defer to the authority of the ruling Saint, through an agreement with Saiha, Feng-Nao remains semi-autonomous and functions similarly to a city-state. Although she acts aloof, Liu-Xiao cares fiercely about the well-being of her people and will go to great lengths to keep the city safe. Her cabinet includes:

Defences

Sword Jockey's

Unlike the other Great Cities, Feng-Nao does not have a proper samurai defense force. Instead, Liu-Xiao employs a rag-tag group of mercenaries that call themselves the Sword Jockey's. They are a rough-and-tumble bunch but are good-natured and kind. They fight using near-suicidal tactics for the thrill of it. Notable individuals:

Liu-Xiao

Liu-Xiao is known to be an accomplished arcanist and master of abjuration magic. Precious little is known about her actual skill (or anything about her at all), but the fact that Feng-Nao remains untouched by enemy forces speaks volumes about her skills as a leader.

Assets

Although Hayakawa was touted as the "Bazaar Metropolis", the large population of artisans and tradesmen in Feng-Nao have created a sizable shopping and bazaar district. The local cuisine is also praised by the few outsiders who are lucky enough to taste it.  

Sharp Edges

The premier smithy of Feng-Nao run by the dark and gloomy Cutter. Cutter's gender is unknown and they wear a plague doctors mask and dark cloak at all times. Cutter specializes in the production of Yokai leather armor.
 

Shenwu Shaman Emporium

Run by a haughty peacock Yokai named Shenhua, this hole in the wall shop caters to those who practice the Si-Xiong's shamanistic arts. He's partnered with Pujing to create spell storing crystals using the shuijing stones the latter sells.  
  Gloriously Encrusted A jewelry and spice store run by a portly bakeneko Yokai named Pujing. Though Pujing plays the part of sickly store owner, he is incredibly intelligent and has connections throughout all of Kōryō.

Geography

Of the Three Desert Cities Feng-Nao is the furthest south, nestled among the rolling sand dunes. Banks of magical opalescent mist cover the area around the city in a six-mile radius around the city. Constant exposure to the mist has transformed the sand around the city into sparkling crystals and rock.
"Banks of beautiful opalescent mist wreathe the city but strangely don't seem to obscure anything. The buildings are made of sandy rock and clay bricks but seem to sparkle with unnatural light when the sun shines on them at just the right angle. Multicolored lanterns are strung over the cobbled roads. Colorful rugs and tapestries hang from building windows and Street vendors push carts and peddle their wares (mostly hand-crafted trinkets and street foods). Restaurants and bars line the streets. The tantalizing aroma of juicy meats and cooking spices fills the air. Scantily clad men and women call out in sing-song tones as they advertise their respective establishments.   An eternal spring of cold, clear, fresh water runs through the center of the city through aqueducts where gondoliers ferry those who are too tired or too above walking through the city. A Tochigami shrine painted a cool shade of blue is on display at the cities heart, elevated on a floating platform above the center of the spring.
