This one's gonna burn out soon, and she wanted to make her last glimmers meaningful and what's more meaningful than reuniting family separated by dimensional vortices or spacetime by strange brutal magic idiots?

From their death falling into the Aegean to millennia in the Underworld, Icarus inherited their father Daedalus' genius. The most protected little sibling in the Cosmos.
Method
While proprietary to Kopis Industries (and no Book in their right lexicon would consider attempting to steal knowledge from the worshippers of Ares), Stellar Radio is a synthesis between solid-beam radiowave output and the polite and proper pleading to appropriately listening (and bored) stellar bodies.
Throughout human mythology, so many stories of human beings being tossed up into the stars exist I can only consider them all true. That and two such Stellar Ascended persons happen to be staring down at my screen as I regurgitate the information and I haven't the nerve to tell either of them they don't exist.
Yet, the monumental success of Stellar Radio exists because of Icarus' application of empathy in tandem with their scientific genius. They dared to ask, and ask politely in such a way the stars warmed to the poor eternal youth's plight and decided even at the cost of a few less years to shine, reaching out past solar systems, galaxies and dimensions was worth it, if it meant bringing Leander home.
Utility
The sole purpose of Stellar Radio is the use of stars for interdimensional and interstellar simultaneous communication.
While several types of divination and prayer-based communication methods exist between Realm Folk and Humans, there existed no method of communication outside the sometimes fickle divine. Realm to Realm communication was usually a case of couriers or messengers conducting a form of astral or usually physical travel to the location in question.
Icarus Areides created an entirely technological solution to both the fallibility of he-said, she-said messenger tactics, and the difficulty of waiting to see how fast a messenger could run through Fae Doors
Stellar Radio is a fusion of ancient star charts, empathic projection and astrophysics combined with self-learning algorithmic machines and radiowave solid-beam projection.
It is by and large the most complex technology yet produced by Kopis Industries and potentially, the entire dimensional plane of Midgard.
A horrid disconnection led to the desperation of one Dr. Icarus Areides searching for any new communication method through the stars.
Desperate after their brother Lou Areides got trapped in the apocalyptically dangerous world Bardaga, Icarus dove into research until the soft whisper of a concerned Aunt reached the genius' ears.
Psyche Ourania-Areia made Icarus a cup of coffee, and opened Icarus' mind to discoveries the scientific savant never thought remotely plausible.
Okay, first off: I love your CSS and wish to learn how to mimic it! Or at least learn how it works. Second of all, Stellar Radio sounds amazing, even when it relies on seemingly-alive beings giving up part of their existence to send a message. I'm guessing this is an 'only used in an emergency' technology? Or could it be further expanded upon with the help of the stars?
