Vocltruan Empire
Vocltrua rose from the ashes of Fiones, Highdom and Walnast in the aftermath of the War of Reclamation.
Iacal Zandard led The Countless in a joint assault on these lands, his pleas to higher powers of evil not falling upon deaf ears.
The sheer destruction The Countless exacted upon their enemies leveled a great deal of infrastructure in these three nations, and so from Vocltrua's founding well into the current day much of the nations time and resources are dedicated to sacrifices meant to appease the Lords of Hell.
Vocltrua was a land rich in resources before the war, but in their desperation the three former nations that comprised the region all but stripped the lands. This leaves a severe lack of materials to rebuild a nation with, but Vocltrua does contain a sizable population...
To make up for the dearth of resources, Vocltrua instituted a system to gather blood and sacrifices from the population. Citizens "donate" blood to the state; the lower class gives one pint every week, the middle once every two months.
Those who cannot donate their blood and strength to the empire will donate their body and soul. If unable to perform the tasks of the lower or middle class, a citizen joins the blood of the people in sacrifice.
In exchange for the performance of wicked rituals, the Lords of Hell gift the growing nation with the resources and infrastructure it needs. To build defenses, Hell provides great citadels, plethora of weapons and soldiers from its very depths. Once burned and salted land are replenished and fertile again.

The lower classes live in fear and peril, with the middle enforcing the will of the Divisions of Higher Organization. The Harvesters are trained medical professionals in charge of, as their name suggests, gathering the donations of blood from the people. The Hellknight Legions are the fighting force of the nation, adopting names from adjectives such as "The Starving". The Clerics and holy men of Vocltrua provide faith and reassurance to those lower folk promising due reward for their service to the nation, and to the middle and higher folk to strengthen their faith and provide guidance.
Any who show magical aptitude in Vocltrua are shipped to government run institutions to hone and understand their power. Most commonly, candidates for this program are plucked from low society and gladly welcome the rescue from a life of hard work and regular exsanguination.
Coordinating the middle and lower class are the Division of Higher Organization. The Noble Houses direct the aspects of the economy, specializing in a type of trade. The Dominion of Power consists of ranks equivalent to Major and higher (US Army ranks used, construct fitting ranks in the future). The Theocratic leaders direct the doctrines the Clerics and unholy men spread among the people.
All three of the Divisions of Higher Power answer to the Emperor, and provide their guidance through advisers when difficult decisions arise.Public Agenda
