Structure

The Wolfpack essentially copies the chain of command that the peacemakers use. Except at the top is not a politician in charge of military command from an office but a commander, which since its inception has always been Kade Price. The Wolfpack is different in the (Jeslorian branch of the) peacemakers in that it vows to take good care of its injured soldiers that are not able to continue fighting.

Assets

For what is essentially a terrorist group, the wolfpack has some extremely advanced medicine so they can keep their soldiers in the fight, or at least patch them up enough so they can go home. They use standard military equipment, which they steal directly from the armies of the warring factions. They don't generally use vehicles and when they do they are either colored in blank colors or copy military camo to fool their enemies into thinking they are friendly. 
As far as real estate goes, as a terrorist cell, they don't generally stay in one place for too long. They do have some hidden bunkers and hideouts but generally prefer to set up offices in large trucks or boats.
