SEAL

"The Leopard Seal Unit (also often referred to as LSU or ZEAL) is a private military organization led by the Lorrian, Jeslore's premier evil genius who may or may not even be on the planet. Governmental services of the drosden fleet, galactic council, and DECTA have been trying to find out who he is or where he even resides for years now. All of his skills which make him such an incredible danger to the stability of Jeslore are unsurprisingly related to his intelligence. He leads SEAL better than some seasoned DECTA generals lead their armies, and given his shady nature, his identity might as well be a clone of Fort Commanders Jeremy Fisher or Maria Von Kreisler. His most polished skill is without a doubt his financial acumen and foresight. Not only can he financially recover from devastating defeats and allocate funds to his army to brace for incoming attacks and repel them, he manages to do so without leaving anything for the department of trade and finances (or similar revenue tracking agencies) to pick up on. His money laundering apparatus must be the most well planned out of all of Jeslore, possibly being too big to fail. In addition, any effort at unmasking his identity by way of espionage has proved fruitless, as the Lorrian's ability to direct counter spies rivals J4K08's ability to direct normal spies." - Declassified Drosden Fleet crow nest department files.

Structure

SEAL follows a mostly traditional chain of command, even if its actual body of personnel is made up mostly of individual contractors and mercenaries that can terminate their contract at any given moment. Soldiers in SEAL can only rise through the ranks, essentially by being repeat employees for the Lorrian. This is a fairly straightforward way to make sure officers remain in touch with their soldiers, as they rose through the ranks by starting as a soldier instead of being appointed by the Lorrian himself. Despite being enemies, SEAL has a similar profit incentive to the Drosden Fleet, where spoils of war are directly claimed and shared among squadrons. The profits of resources harvested in occupied go back to the Lorrian, which recoups at least 20% of the funds invested into the organization.   The military structure of SEAL is very rigid but also highly adaptable, with vacancies for certain class positions and authority positions opening up when someone resigns. In essence, when someone in Jeslore wants to get experience for a work portfolio, SEAL is generally the place to start. They have a low entry bar and offer considerable profits for beginner mercenaries. In a world of failed systems of neoliberalism and social democracy where the only alternatives are stalinism and theocratic fascism, the ideology of SEAL is also attractive to many disillusioned younger people. SEAL promises a level of freedom in a familiar system it promises to revise with new technologies.

SEAL's official policy is to defend neutral territory from the fascism of major factions, as well as defend private interests

Military

SEAL, as one of the dominant factions vying for power in Jeslore has an excellent military. SEAL has its own R&D department, researching weapons and armour for its soldiers. They also have excellent naval vessels and a decent air force to boot, but the majority of its power is concentrated in black ops infantry and land based warfare. SEAL is generally better at taking territory than it is at defending it, due to their reliance on naval artillery and air superiority. If defenders lose access to either, their ability to defend their position is significantly lowered. For this reason, SEAL reigns supreme in coastal areas, where their aircraft carriers and warships can respond to incoming threats faster.   An example of SEAL advances in military technology would include hover boats, which use antigravity thrusters to hover above the water instead of floating in it. Due to the weight of these vessels, the bottom half of these boats still dip below the surface, pushing water away from the hull. By hovering instead of floating, SEAL vessels have greater mobility than traditional naval vessels but are not suitable in rough waters or deep oceans, so they generally stick to shallow coastal regions. The antigravity thrusters also greatly reduce the risk of capsizing, which is definitely useful when SEAL vessels are used primarily for troop transport, aircraft carrying, and artillery support.   Soldiers in SEAL are well-equipped, generally sporting featureless black armour and weapons with blue or white visors. Their weapons are top-notch, designed and manufactured by SEAL's own R&D department. The military of SEAL only has one real weakness, and that is its military size. Since it relies on individual contractors, and the fact it's competing with the Drosden Fleet who are more well known and liked in general, SEAL often struggles to maintain an ample supply of soldiers. It attempts to compensate for this by deploying robots, and some races that avoid even the Drosden Fleet (such as the cycloptos) are known to join SEAL.

Investments and Profits

Being the property of a wealthy industrialist, SEAL would not exist if it ran at a 100% loss rate. The Lorrian is ideologically motivated, and has income from elsewhere that exceeds the losses generated by SEAL, so he seems willing to continue to run it in spite of the lack of profit. In an attempt to mitigate losses, SEAL harvests and sells resources it can't use itself from occupied territories on the black market. This recoups about 20% of the investments made. A lot of the funding in SEAL goes to the R&D and manufacture of weapons. Mercenaries actually get paid less up front by SEAL compared to other armies, especially the Drosden Fleet, but it remains financially attractive due to its looting clause where soldiers can share whatever they find on missions among their squadrons, a bonus that is certainly nothing to scoff at.    The looting lets SEAL market itself as an organization where income of mercenaries heavily depends on individual skills. It almost embodies bootstrap ideology in a sense which is immensely attractive to hired guns all over Jeslore. SEAL justifies the looting by showing a specific bias to stealing enemy equipment and shying away from stealing property belonging to civilians. Military grade weapons sell for considerable prices on the black market, especially when they are illegally modified and hard to trace. Ammo, vehicles, and anything else enemies of SEAL leave behind end up being sold by fire teams and squadrons, and the profits are shared among individual soldiers. SEAL loves raiding warehouses from other mercenary factions, often stealing contraband stolen by other mercenary groups and looters.   SEAL even has its own fencing service, where the Lorrian himself will pay soldiers for stolen enemy equipment for fair prices. These items are then reduced to raw materials and used to construct more equipment for SEAL. 

War Crimes

  • Looting - SEAL loots much like the drosden fleet, which is a war crime.
  • Use of illegal WOMDs - Given that SEAL uses anything enemies leave behind, they have gotten their hands on WOMDs in the past and have used them without regard for the Kitzbach convention.
  • Construction of illegal WOMDs - SEAL has also reverse engineered some of these weapons and constructed their own, which is highly illegal for a private military force.
  • Insurgence/Seccession - Given its nature as a private military corporation, SEAL has broken guidelines when acting as its own government.
  • Criminal activity - SEAL has been accused of criminal activity, with black market organ trade, black market weapon trade, political assassination attempts, obstruction of justice, and multiple instances of fraud and embezzlement being the most cited examples.
  Designated Status: Rogue military state   Status Meaning: SEAL used to be a private corporation before it acted on its ambition to become its own state. It did not sue for sovereignty against DECTA, RAR, the galactic council, and the drosden fleet, meaning it essentially seceded illegally violating article 23 section 3 of the Kitzbach convention that states that entities can only become its own nation through legal means. SEAL seems determined to keep on existing as its own state, whether other entities of Jeslore like it or not, and it has begrudgingly become recognized as a valid nation a few years after its rise to power. For SEAL this means that they will be held accountable for its war crimes, but that's only a problem if they don't win.
