Citizen of the Empire of Ackramor

Qualifications

In order to become a Citizen of the Empire of Ackramor in the current year, an individual must submit a "Letter of Appeal Civilitas" to the Center for Ackramorian Citizenry in Ackra or to a local provincial branch officer as well as meet the following applicant requirements.    
(The applicant must meet two of the following criteria)
An applicant must have documented proof that the applicant:
  (a) Has been born to a mother who was (at the time of birth) a Citizen of the Empire of Ackramor within the territories of the empire.   (b) Is entitled to an inheritance worth at least 10,000 Imperial gold pieces. Assets must be liquid or within sovereign imperial territory.   (c) Has been cosigned by a member of government within the House of Viceroys or a leader of a Provincial Parliament.   (d) Has lived within the borders of the Ackramorian Empire for 1/3 of life expectancy, with at least half of that time having been lived consecutively (maximum one mensis absence to maintain consecutive status).   (e) Has received a civilian commendation from The Ackramorian Imperial Army for actions in support of the Empire of Ackramor.      
If applicable, an applicant may forgo the above criteria if they instead:
  (a) Have honorably served at minimum four years in The Ackramorian Imperial Army or Navy.   (b) Have been the immediate family member of a member of the Ackramorian Military who was killed in the line of duty (maximum one applicant per fallen service member).   (c) Have been directly granted citizenship by the Empress or a member of the Imperial Assembly.    
Applicants are deemed ineligible of citizenship if the applicant:
  (a) Has served in any sovereign military besides that of the Empire of Ackramor (mercenaries and hired blades may apply for review of military action to determine eligibility).   (b) Has pledged allegiance to any other sovereignty at any time.   (c) Has been convicted of a Class B or greater crime by the Empire of Ackramor (offenses tried outside of Ackramor are not considered legitimate by the Empire of Ackramor which will conduct an independent investigation to determine eligibility).   (d) Has served in any position in any government outside of the Empire of Ackramor.

History

The concept of the Citizen of the Empire of Ackramor did not exist until the reign of the second Emperor of Ackramor, Emperor Timitus Primus. His establishment of the rights associated with citizenship within the Ackramorian Empire has changed little since his reign, but the requirements for achieving and maintaining the title were heavily changed in during the reign of Emperor Tiniad and Empress Evanlyn Vita.   Initially the distinction of "Citizen" was a way of rewarding human and dwarven soldiers of the Ackramorian Army with the ability to buy land, hold public office, and have a say in local government. Reflecting the relative populations of the Empire at the time, only humans and dwarves could become citizens and only citizens could hold land and many high ranking job positions in government and even some private enterprises.   Approximately 250 years later during the reign of Emperor Tiniad, The Prudent, in the Age of Peace and Order, the rights of and access to citizenship were both expanded. The most notable changes were that individuals born to Ackramorian citizen mothers could inherent the title and associated rights and non-citizens could pay the "Citizenship Fee" in place of military service. The limitation on species had been largely ignored ever since the conquests of Empress Mivita Gelavant, but it was officially lifted during this time. Ackramorian Citizens gained greater say in the governing of the empire with the first implementation of the House of Viceroys and an expansion of the powers of local government office. These changes reflected the decreased rate of military expansion of the Ackramorian Empire and the increased focus on infrastructure and domestic policy as well as the creation of the solidified, centralized Ackramorian identity.   Ackramorian Citizenship remained largely unchanged until the Age of Red and Black where most of the rights and importance of Ackramorian Citizenship was stripped away by the Mad Emperor, only to be partially reinstated in the years that followed.   Following The Collapse period and the Battle of Ackra, Empress Evanlyn Vita has, along with many other sweeping governmental changes, completely reworked the title, rights and qualifications for Ackramorian Citizenship. Empress Vita's supporters, which are many, claim that the changes made are a universal return to form and could have been implemented by Prime himself. The minority of detractors claim that the changes encourage a military dictatorship in which current and former members of the Ackramorian Army and Navy have a disproportionately large say, thanks to the elimination of the Citizenship Fee option. Additionally detractors claim that it alienates former imperial subjects and perpetuates military conflict.

Cultural Significance

Ackramorian Citizenship was once a title that one ought to be proud to possess. It once meant that the holder of the title was once a proud member of the greatest army on Jeharr or that one's family was wealthy and powerful. The title created a sense of the Ackramorian identity, of a direct connection back to Emperor Temora Primus himself and the great warrior scholars of his day. The Collapse period and the Age of Crumbling were long, however, and have done much to diminish the meaning of the title.   Recently the resurgence of the Empire of Ackramor under Empress Evanlyn Vita has done much to strengthen the meaning of imperial citizenship internally, but most outside of the Empire's new borders believe Ackramor and its citizens to be a relic of a dead civilization, brought back to unnatural life. Many governments and peoples outside of Ackramor believe themselves to be the true decedents of the Old Ackramorian Empire, or try to distance themselves all together. This stands in stark contrast to between the years 800 BBA and 200 BBA when individuals within and without the empire's borders sought to become citizens for the benefits and the shared sense of identity that entailed.
