Magical Barrier
In order to maintain Jaytown as a safe-haven, a magical barrier was constructed over it to ensure that any adventurers are not able to injure, kill, or steal from each other or the inhabitants of Jaytown unless bot parties agree. The barrier also maintains the status quo in town so inhabitants can be confident things will largely be found as they were left. The origins of the barrier are unknown, and Jay deflects all questions about it
