Tol Salvarus
The second largest city in Jezat in terms of population, Tol Salvarus is the jewel of Salvarus and one of the great elven cities of the world. When the Salvarins arrived on the continent of Jezat, they found a location where the leylines converged in order to build their city. It is a city of towering white spires and shining arctic lights. It is sometimes called the city of sapphire lights. It is the heart of Salvarus in many ways, with nearly half of the population living within its walls. Salvarins make up more than 95% of the population, with the rest being made up mostly of wizards and immigrants from the Dresgari plains. Its spires are always afire with gathered power, as its very architecture channels the power of the leylines. This has made it the one true stronghold of wizardry and arcane magic in Jezat.
Demographics
The city is almost entirely made up of Salvarin elves (95%) with the rest being filled with Leonai, Tabaxi, and the odd human. Most of the non Salvarin population have some connection to the arcane
Government
Tol Salvarus is the seat of Salvarus as a whole, which is an olligarchy. There are five noble houses in control, which each present a number of representatives into the Assembly of Houses. Minor noble families are also able to present a select few members into the assembly. The assembly votes on matters of government and elects and Elected Elder which acts as the defacto leader for the Assembly and for Salvarus as a whole. The noble houses are as follows:
House Symbaeron: The most economically minded of the houses. Their power lies in ownership of goods and businesses as well as their arcane proficiency. They are involved in many businesses exploiting other planes for economic gain.
House Tassarion: Known most for their arcanists and skill with magic, but they are also excellent artificers. Used to be smiths for the Prince of Frost but he overused and abused them, leading to their desertion.
House Calrath: The most martial of the houses, with a large representation in the military. They used to be monster hunters in the feywild and they hold to that legacy even now.
House Pauthel: the ancestral house of darkness that once ruled from a fortress at the edge of the feydark (the Seat of Midnight). Historically one of the later houses to swear allegiance to the Queen of Air and Darkness, but now one of her most staunch supporters.
House Eroth: The first house to swear allegiance to the queen. Used to be the lords of a small outer village in the domain of winter, now they see themselves as champions of the people. They work a lot in law as well as in construction and development.

Districts
The city is organized into districts that are each overseen by a noble house alongside a 6th district for the assembly and government operations.
The Skygate District: The highest district of the city, built in the center. It is a district of towering spires and halls that crackle with arcane energy. it is raised some 100 feet from the rest of the city so that access can only be achieved through teleportation, usually facilitated by one of the noble houses.
The Wintersteel District: Seat of house Calrath and the destination for many aspiring warriors. This is a very martial district with plenty of blacksmiths and horse trainers and other such professions necessary for the maintence of soldiers. It is known to be a very safe district and has museums displaying trophys of past monsters killed.
The Umbraheart District: Seat of house pauthel and a district with a noticeably diminsihed color pallate compared to the rest. The most notable parts of this district are its temples worshipping the Queen of Air and Darkness and the history of the Salvarins before Jezat.|
The Wovenspire District: Seat of house Tassarion and the district with the most towers and crackling magic other than the Skygate. It is known to have many universities for magical education as well as a great number of artificer factories where the Tassarions produce magical items to ship out to the rest of the world.
The Riftcrown District: Seat of house Symbaeron and a very economically minded district. Has a lot of businesses whose affairs are totally unknown and several markets to purchase goods from down south. Notably the wealthiest district in Tol Salvarus though that wealth is concentrated in around 30% of it and the rest is fairly simple.
The Bondstone District: Seat of house Eroth and the largest district. This district is much more functionally built and there is alot less discrepancy between rich and poor areas. It is constantly expanding outwards as it is growing in population the fastest. it is not really home to many famous locations though.

It is the premier site of worship where people go to try and hear the voices of the Queen, even from far away.
