Social security systems of the PDRM

The PDRM was founded with UBI as a basic requirment, it is even in the constitution. As such, it is an important part of the government and is expected by the citizenry.
This benifit given to the citizenry is reasonably simple. Enough food, water, oxygen, and electricity is provided to them to survive. Housing of a reasonably basic quality, but enough, and always of an excellent durability is available for every person for free. Medical service, Education, Planetary Internet, local transit, are all accesible for free. Other services are alternatly subsidized or promoted to ensure a quality of living for its populace that never dips below liveable.
In addition to this, every citizen, from birth, is provided with $10000 every martian year, in installments every month, to assist with the things that are not covered directly, and also to allow some flexibility to the citizenry.
The additional services provided are martian transit, InterPlaNet access, Interplanetary transit, with a focus on other martian territories, and matched funding for buisnesses, if their plan is reviewed and found good.
In all this costs the PDRM government around $20,000 every year, for every single citizen of the PDRM. Over time the fixed prices of this have gone down over time, with the savings always being returned as a stipend. The original stipend was only $1200 per year, but it has grown over time.
Fundamentally, these contracts are some of the most lucrative in the PDRM. They total to around 10 trillion per year. Some companies live or die based on whether they recieve those contracts, and so the lobbying around it is intense. The DoSS, who manage around 60% of the money are stricly vetted to ensure no underhand dealings, but the parliament and senate controlling them are less vetted.
The government as a whole spends around about 3/8 of its tax revenue on this.
