The Quzhou and its neighboring cities used to be part of the Ganzhouvian City-States. However, its leaders were tempted by Asmodeus and tricked into performing a foul ritual that unleashed a plague that turned the inhabitants of Quzhou into Thieflings while corrupting the surrounding lands.
