Ganzhouvian City-States

The Ganzhouvian cities considers themselves free havens of liberty, knowledge and commerce. Each city is controlled by democratic city councils where influential citizens are elected by the populace. Although some scholars actually considers some cities, such as the capitol, ruled as a magocrazy since most of the influential citizens are also skilled wizards.
