United Nations Federation

The United Nations Federation (UNF) is the central civilian government that administrates over Earth and her colonies throughout a portion of the Orion Arm of the Milky Way galaxy. It encompasses the Colonial Administration Council (CAC), the Colonial Military Council (CMC), the United States of America (USA), the United Nations (UN), and the United Space Command (USC).   Initially conceived as a supranational entity on Earth in 2050 by US President Scott R. Hunt, the UNF was reconstituted into a governing body in 2086 before gaining full autonomy from the UN in 2103. It later began governing colony worlds beyond the Sol system in 2210. Many Outer Colonies and some Inner Colonies began to doubt the idea of the UNF due to USC interference.

History

Origins

The origins of the United Nations Federation can be traced back to the year 2050 when Scott R. Hunt, the President of the United States of America, first proposed the idea of a superinternational entity on Earth. It was seen as a way to foster better cooperation and understanding among nations and to address global issues that transcend national boundaries such as terrorism and poverty. As well as the growing colonization efforts of Mars and the Jovian moons of Jupiter and Saturn.   Over the months, the idea gained momentum and support from other nations around the world, until the UNF was officially constituted as a governing body. It started out as an administrative body with limited powers, serving as a forum for member states to discuss and coordinate on issues of mutual concern. But over time, its mandate expanded as new challenges emerged.   Full autonomy from the UN was granted in 2103, which allowed the UNF to chart its own course without being beholden to any other entity. This was also around the time when humanity started exploring other planets beyond the Sol system.

Governing humanity and the colonies

As the UNF gained more power and influence, it became responsible for governing not just Earth, but also the colonies spread across the Orion Arm of the Milky Way galaxy. The Colonial Administration Council (CAC) was established to oversee the day-to-day management of these colonies, while the United Space Command (USC) took charge of military and scientific operations with the Military Administration Council to oversee the USC’s actions. Despite the UNF's best efforts, some Outer Colonies remained skeptical about the organization's true intentions. They accused the USC of being too heavy-handed in their approach, often overriding local governments for the sake of bureaucratic expediency. This led to an increase in tension between the UNF and certain Outer Colonies. Meanwhile, life on Earth continued to evolve under UNF governance. The United States of America, among others have retained its their own national governments, but also contributed representatives to the General Assembly and Security Council. The economic and social policies set forth by the UNF had a significant impact on how nations interacted with each other, and on how individuals lived their daily lives.   One major innovation brought about by the UNF was the introduction of a universal currency, the UNF Credit. This made trade and commerce between nations and colonies much easier and more efficient. It also helped to promote a sense of unity and shared purpose among the diverse groups that made up the UNF. Despite its successes, however, the UNF faced many challenges as it sought to govern a vast and complex civilization spread across multiple star systems. New technologies, social movements, and political ideologies emerged over time, each posing new challenges for the UNF to address. In some cases, the UNF was successful in finding solutions that satisfied all parties. In other cases, however, its decisions led to conflict and division.

Planetary War on Terror (2075 - Present)

The Continued War on Terror, also known as the Planetary War on Terrorism and Arabic Republic War, is an ongoing interplanetary military campaign launched by the United Nations Federation following the events of the First Nuclear War. The targets of the campaign are primarily Islamist groups located throughout the world, with the most prominent groups being the Arabic Republic, the Unified Taliban, and the various franchise groups of former organizations. Much like the Global War on Terror from the early 21th century, the naming of the campaign uses a metaphor of war to refer to a variety of actions that do not constitute a specific war as traditionally defined. UNF president Dominique Nieves first used the term "planetary war on terrorism" on May 21, 2075, and then "planetary war on terror" a few weeks later in a formal speech to the Colonial Administration Council. While it was never used as a formal designation of UNF operations in interplanetary government documentation, a Planetary War on Terrorism Service Medal was issued.

Civil unrest among the Outer Colonies

As tensions between the Inner Colonies and the Outer Colonies increased, the UNF increased the USC’s presence in the Outer Colonies to prevent further unrest. However, this just led to an increase in aggression in the Outer Colonies that eventually led to all-out rebellion. Although the civil war remained largely confined to the Outer Colonies, major Inner Colonies like Harmony and Davon Omega were wracked by rebellion activity between 2700 and 2725. The rebellion of the Outer Colonies would come to an end after most of them are wiped out during the Human-Hivivian War which began early in 2725.

Hivivian war (2725 - )

From a political standpoint, information regarding the Human-Hivivian War was largely kept closed off from civilian knowledge as to not cause a public panic and unrest among the civic population. However, in practice, this wasn’t always achieved as minor trickles of details in information came through by refugees and victims of Hivivian attacks. The UNF and OSI’s Section Two division continued to sway these ‘rumors’ by stating that it was just misinformation being spread by rebel forces to hurt civilian and military morale.   News of the war in its entirety would soon come to the forefronts of every news media across human space in the later years of the war after Hivivian fleets broke the boundary between the outer colonies and the inner colonies. The resulting outcry and unrest wound up being worse of UNF economies and finances.

UNF Presidency

The UNF Presidency, commonly known as the Cabinet, is the core executive branch of the United Nations Federation responsible for approving and vetoing bills passed by the General Assembly. However, the exact make-up of the Presidency and Cabinet vary depending on which world leader is holding the Presidency.   The Current Cabinet under the US Presidency is divided into seventeen department/offices:

Office of the President: As the official head of state for the United Nations Federation, the President is responsible for implementing and enforcing the laws and, to that end, appoints the heads of the federal agencies, including the Cabinet. The Vice President is also part of the Executive Branch, ready to assume the Presidency should the need arise. The president of the United States of America, Brandon Carter, currently holds the UNF presidency.

2. Office of the Vice President: Much like with the United States, the UNF Vice President’s only real duties is the succession of the Presidency in the event of death, resignation, or removal of the President, as well as presiding over the Security Council in place of the President or Chairman of the Security Council. Anything else is up to the President’s discretion. US Vice President, Elliot Baxter, is the current VP of the United Nations Federation.

3. General Assembly Speaker: Is the appointed head of the General Assembly responsible for presiding over the Assembly during its sessions, appointing Assembly members of all committees not appointed by resolution, recognizing all persons wishing to address the Assembly, putting all questions to vote, deciding questions of order and referring bills to committees.

4. Chairman of the Security Council: The Chairman of the Security Council presides over the Security Council in its meetings unless the President, Vice President, or Secretary of Defense are present. The current chairman is Jonathon Kelley.

5. Secretary of the Colonies: is the President's chief Colonial affairs adviser. The Secretary carries out the President's Colonial policies through the Colonial Department and the Colonial Administration Council. The current secretary is Mary Winstin.

6. Secretary of the Treasury: The Secretary of the Treasury acts as a principal advisor to the President and the Cabinet on economic issues. The United Nations Federation Department of the Treasury, which the secretary oversees, performs many important functions, including paying the colonies’ bills, manufacturing biometric credit cards, and collecting taxes. The current secretary of the treasury is Katherine Duncan.

7. Secretary of Trade and Commerce: The Secretary of Trade and Commerce is the head of the United Nations Federation Department of Trade and Commerce and serves as the principal advisor to the president of the United Nations Federation on all matters relating to trade and commerce. The secretary of trade and commerce is concerned with promoting colonial businesses and industries; the department states its mission to be "to foster, promote, and develop the colonial and domestic trade and commerce". The current secretary of trade and commerce is Bradley Hill, who was sworn in on February 4, 2725.

8. Secretary of Defense: The secretary of defense oversees the Defense Department and acts as the principal defense policymaker and adviser for both the UNF and United Space Command. The secretary of defense's position of command and authority over the military is second only to that of the president of the United Nations Federation, who is the commander-in-chief. The current secretary of defense is former brigadier general of the USC Army Lauren Campbell, who was sworn in on January 22, 2725 and is the first woman to serve in the position.

9. Attorney General: The principal duties of the Attorney General are to: Represent the United Nations Federation in legal matters. Make recommendations to the President concerning appointments to Colonial judicial positions and to positions within the Department, including U.N.F. Attorneys and U.N.F. Marshals. Benjamin Moreno has been the United Nations Federation Attorney General since March 4, 2725.

10. Secretary of Housing and Colonial Development: The Secretary of Housing and Colonial Development is the President’s chief adviser on colonial housing issues. The position was created shortly after the colonization of both Luna (Earth’s moon) and Mars began in 2034. The current secretary is Sarah Fraser who took office on January 25, 2725.

11. Secretary of Health and Human Services: The Secretary of Health and Human Services serves as the principal advisor to the president on all health matters. Adrienne Bartlett has served as the secretary since being sworn in on January 20, 2725.

12. Secretary of Agriculture: The Secretary of Agriculture is the head of the United Nations Federation Department of Agriculture, which is responsible for the promotion and development of colonial agriculture and rural development. The current Secretary is Louie Willis, who was appointed on January 28, 2725.

13. Secretary of Labor: The Secretary of Labor is responsible for the development and promotion of colonial labor policies, including the protection of workers' rights and the establishment of fair labor standards. The department also oversees the investigation and settlement of labor disputes, as well as the administration of programs that support job training and employment opportunities. The current Secretary of Labor is Harry Robinson, who took office on February 1, 2725.

14. Secretary of Transportation: is the head of the United Nations Federation Department of Transportation. The secretary serves as the principal advisor to the president of the United Nations Federation on all matters relating to transportation. The secretary of transportation oversees the U.N.F. Department of Transportation, which has over 100,000 employees and eighteen agencies, including the Colonial Aviation Administration, the Colonial Highway Administration, the Colonial Railroad Administration, and the Planetary Highway Traffic Safety Administration.   Kerry White has served as the secretary of transportation since February 6, 2725. He was confirmed by the United Nations Federation General Assembly on February 5, 2725. White is the oldest person to serve as secretary of transportation at 83 years old and is the first Whig politician to serve in over 850 years.

15. Secretary of Energy: The Secretary of Energy advises the President on all matters of energy production and management. The Department of Energy oversees all electric power plants as well as the harvesting of hydrogen from Jupiter, Saturn, Neptune, Uranus, and other gas giants throughout human-controlled space. Clinton Holloway is the current secretary of energy since March 2, 2725.

16. Secretary of Education: The secretary serves as the principal advisor to the president of the United Nations Federation, and the colonial administration council on policies, programs, and activities related to all education on Earth and planetary colonies. The current secretary of education is Anthony Shaw, who was sworn in on February 18, 2725.

17. Secretary of Planetary Security: The Secretary of Planetary Security is the head of the United Nations Federation Department of Planetary Security, the department tasked with ensuring public safety throughout the United Nations Federation colonies. The secretary is a member of the Cabinet of the United Nations Federation. The position was created by the Planetary Security Act following the events of the First Energy War.

-. Secretary of Alien Affairs: is the unofficial head of the United Nations Federation Department of Alien Affairs. The secretary, though not technically an official member of the Cabinet, is the chief adviser to the president on all matters in maintaining relations with the Caniic, Tigriic and Staalzi galactic races, as well as informing the general public of Hivivian attacks.   The position of Secretary of Alien Affairs was first created shortly after the formal alliance between Humanity and Caniic was officially recognized with James Corston as acting-secretary.

Human-occupied systems are known to encompass a relatively wide radius of the Orion Arm of the Milky Way galaxy, in various stages of colonization, from the well developed Inner Colonies to the relatively recent and struggling Outer Colonies. By 2550 there were over 300 worlds under human control, ranging from small outposts and settlements to thriving colonies and military strongholds, each organized into a state with its own ruling council. Most of the colonies under the influence of the UNF are under the direct governance of the Colonial Administration. They deal with social policies, law enforcement, and overall command of military and civilian personnel. Some assets outside their control belong to syndicates or corporations—groups that have their roots in Earth’s economy and special interests. These private interests vary from mining conglomerates to machine shops, as well as entertainment centers meant for off-duty naval officers, colonial militia forces, and colonists themselves.

Nation-states

Even in the 28th century, Earth still hasn't achieved a true global government. There are still numerous national governments on the Earth and other planetary colonies that fall under the jurisdiction of those governments. While these governments appear to maintain a limited degree of independence...domestically, their overall authority both internationally and colonially is negligible as most of these governing functions are handled by the UNF. Earth's territorial governments have become largely vestigial, as colonization has increased and, in many cases, more practical for everyday life. Other nations flourish throughout human colonized space, each unique and vying for citizens to populate and expand their territories.

Main Article: United Space Command

The United Space Command is the military, scientific, and exploratory arm of the United Nations Federation, operating across human-controlled space. The USC is divided into seven departments, the Army, Office of Space Intelligence, Air Force, Navy, Marine Corps, the Tactical Orbital Defense Troopers and the Knights, with all but the Office of Space Intelligence composing the USC Armed Forces' six service branches. These military forces are, in turn, organized into two unified combatant commands; USC Naval Command and Unified Ground Command. The Naval Command oversees all naval-based assets and operations, particularly those of the Navy. The USC is divided into three major commands, being USC High Command for oversight of movement and assignment of USC spacecraft, Space Special Warfare for oversight of Space special forces and Logistical Operations Command, for ensuring the delivery of parts, food and fuel to USC Space installations. The Office of Space Intelligence, while technically subordinate to the Navy, has encompassed all intelligence services of the USC, and takes orders directly from (or, just as commonly, gives orders to) Joint Chiefs of Staff. OSI is divided into four sections (numbered Sections 0-3), each with their own responsibilities.
 
The USC Army, Air Force and Marine Corps assets are administered by High Command, responsible for coordinating terrestrial and close-orbit missions. The Marine Corps works alongside the Navy and Air Force to rapidly deploy onto other worlds from space. The Army serves as a heavy ground force, deploying the majority of soldiers in ground campaigns and serving to defend territory from invading forces.
 
The Air Force is tasked with maintaining close-orbit defense, employing a range of defensive satellites and orbital defense stations as well as a multitude of combat aircraft, including unmanned drones such as the G-55 Wasp. Within the Air Force are a number of major commands tasked with different administrative and operational roles. Among these are the Air Combat Command, which is tasked with gaining air superiority and providing support for ground forces, and the Air Mobility Command, which contains Air Mobility Force, assigned to airlift materiel and personnel during wartime.
 
The Tactical Orbital Defense Troopers, or TODTs as they are commonly known, are an elite service of specialty-trained soldiers, who are tasked with the aid or retrieval of personnel and equipment in heavy combat and from behind enemy lines.

Technology

The overall technological level of the UNF is quite advanced but also may vary based on the technological level of member nations. The most advanced nations to contribute to the Technology of the UNF are the United States, UK, Austria, Japan, Germany, New Texas Republic, and Australia. The UNF has top of the line technology in most endeavors, with the notable exceptions of Terraforming, Artificial Intelligence and Medicine, at least on a large scale.
