Ruled first and foremost by the Emperor from the Imperial line with a citizen elected senate to function as oversight. The senate actually holds a fair amount of power and frequently keeps the emperor in check. The emperor also oversees a war council consisting of the Emperor, the High General, the Grandmaster, a senate elected overseer, and the Judicator of the Iron Order.
