The citizen senate of the empire that has the power to veto any, non-military, laws created by the Emperor of Vulantis or the Imperial Governor Council. The citizens senate has strict rules regarding its membership in an attempt to have the senate be made up of only the lower and middle class citizens of the empire, with anyone of noble blood being strictly banned. There are instances of some of the non-noble wealthy elite have been voted onto the senate, but never to a degree that it has caused any issues, and they all have to be voted onto the senate.
The vote happens once every six years. Every person in the Vulanti City, and every town in a weeks ride, gets to vote for one person with the top 60 candidates being elected. The emperor gets one vote as does the lowliest fisherman.
