Unexplained attacks cause panic and baffle authorities

The traditional Mardi Gras celebration is marred by violence as a wave of chaos ripples through the city causing hideous mutations and inspiring awful acts of savagery.   The city guard is helpless to intervene but prominent citizen Orphea Chastain dispatches her private guards to quell the violence and restore order. Rather than respond with gratitude, the citizens of Noirlan react with suspicion and accuse her of collaborating with her notorious brother Oliver in an effort to undermine the city authorities.
