Lower Quarter
Demographics
The Lower Quarter is mainly home to the races who feel unwelcome in the rest of the city: Goblinoids, Tieflings, Orcs, etc.
Government
Severin von Malus doesn't pay much attention to the Lower Quarter. They receive very little help from the crown, but are also policed less than the other Quarters.
This has made the Lower Quarter a crime cesspool and attracted such organizations as the Larcenists' Guild.
Industry & Trade
Many small shops have been made here by the honest folk who can't afford to live anywhere else. Second-hand shops are very popular.
However, there are also those less-than-honest folk who run scams or sell unsavory items here.
Infrastructure
Most of the Infrastructure in the Lower Quarter has been made by the residents of it. It is full of dirt roads, back alleys, and tents.
