Mail Carriers Organization

The Mail Carriers Organization (MCO) was started soon after the hybrids overthrew the demons and is one of the few organizations with a large number of employees from all three species. Due to their work ferrying information across the nations, they are also able to control, theoretically, who sees what and how quickly something arrives. 
They began as a merger of several smaller shipper services that wanted to replace the National Mail Service (NMS), a remnant of the carrier service set up by the demons as a fully government controlled shipper department. The NMS was considered horribly corrupt and contributed a great deal to the public's previous negative perception of mail carriers. By merging, the MCO supplanted the NMS as the largest shipping service in the nation. 
At their face, they are a neutral organization whose only purpose is to ensure packages and letters are brought to their destinations in a timely manner and for the most part, they behave in an honorable way to achieve this. However, they also know the potential power they wield and have used slowing mail service to pressure both local and national governments to negotiate contracts and acquiesce to demands. 
The public perceives them in a generally favorable light, with the only complaints being similar to those seen with any mail service regarding delays or the occasional lost package. 
In order to control the organization better, the hybrids have, many times, attempted to bring the MCO under national government control. The result has been a culling of their power to delay and a large set of guidelines agreed to by both sides in regards to delivery rates, expected times (barring weather or other unforeseeable issues), and consequences should official business be provably, purposefully delayed. 
They currently have to main rivals: National Mail Service and Tarianan Deliveries, a semi-national private service started by a group of angels who began within angelic territory and slowly expanded to include some elven regions. 
Currently, the MCO is considered a semi-private service as it is partly under direct government control, but has more freedom similar to Tarianan Deliveries.
