Whither Frost

Built beneath the large glacial wastes and outstretched over the surface of the southern tundra is the kingdom of Whither Frost. It is the northern most dwarven kingdom and is ruled by king Flokir Nymph Layer a pugilant and ill mannered grey boar of a dwarf who rules over the kingdom from his seat in the Shivering Keep in the great dwarven city of Frostmourne. The central held territory of Whither Frost stretches from the edge of the southern tundra to the base of the Sunless Mountains and then breaks at Shear Point, the tallest mountain peak in the Frigid Waste and the territorial border for Whither Frost and Ether Frost.

Structure

The undisputed ruler of Whither Frost is the High King who rules over the cities from their seat in The Shivering Keep in the high capital city of Frostmourne. Beneath the king are his Jarls who rule over the many lower cities within the kingdom, Dundane, Gale Hold, Blizzard Watch, North Hold, Cold Hearth, and Shiver Mist. Each Jarl has a Thane which acts as both a body guard and second in command for the city, they are also in charge of diplomacy and re the envoy for the Jarls when they leave their city. Beneath the thanes are the nobles who make up the kings court, they are normally the ones who operate the many commercial and economical prospects within the kingdom. Beneath them are the land holders who are in charge of the many town and village systems within the kingdom they are the law within the frontier regions and often live in huge manors on the outskirts of the towns. At the bottom of the class order are the common rabble they range from farmers, to artisans, to beggars and are the largest group within the kingdom.

Assets

In current time the Kingdom of Whither Frost has built a string of fortifications and barrier walls that act as a front line defense against the on coming horde of orcs.The line extends from a fort at the southern base of the Glacial Mountains, to the fort city of Dundane at the base of The Sunless Mountains. The walled cities of Gale Hold and Shiver Mist are located behind this line. Built in the central region of the Southern Tundra is the second barrier wall which protects the cities of Frostmourne, and Cold Hearth, this wall is slightly less fortified but just as formidable as its twin, it stretches from the fort city of Shiver Mist to the western edge of the Glacial Wastes at Blizzard Watch. The final last city of North Hold is built deep into the Glacial Wastes and is said to be the most heavily fortified and protected city in all of the kingdom it acts as the fall back site in the case of a full scale invasion. The great armies of Whither Frost are known throughout the world as the most difficult warriors to fight with some claiming that they are unbeatable. They are hardy, loyal, and stubborn to the point of fanaticism, to this day they have never been bested in combat. The greatest of their order are the clerics and paladins of The Church of The God Forge, they are a militant band of holy men who act as the elite fighting force for the kingdom they have been known to drive whole armies back with the simple waving of their banners upon the battlefield.

The High King and his advisers make the laws of the kingdom which all in the confine borders of the kingdom must obey. They are the highest from of law in the land and in cases which they are broken the king presides over as judge. The lower city laws are primarily made by the Jarls and their advisers and are specific to that given city and its protected towns and villages.
Judicial Body
The High King and the Jarls both act as the judge in presiding of law. They are joined by the thane and two nobles within the city who act as the jury in the case, but the ultimate fate of the accused is decided by the judge.
