The Observer

Who is this "Observer"?

They are the overall Reporter for the worldbuilding elements communicated or Narrator for stories told in this universe.
They only observe and report; they cannot interfere. They are not unbiased, though -- they have their own opinions on things observed. This does and will affect their reporting.
Sometimes, the Observer believes that someone else is the best person to share a story element. Thus, the Observer's voice and ideas will give way to the voices and ideas of those in the story. The Observer will return to give you information or perspective that the other voices left out, if they deem it proper to do so.
