Grand City

The third of the five Grand Cities of the Council State, it is the only Grand City with a sea port. Most of the population lives in the lower city, nearly at sea level, the port, many warehouses, merchants district, etc. is located there. The upper city, built on a cliff and linked to the lower city through a network of lifts, is home to the skyharbor, noble's quarters, and castle.
