While messing around with different combinations and readings of the kanji from Tokyo (東京, "East Capital") and Kyoto (京都, "Capital Capital"?), I realized 東都 could be read "Touto" and wondered if that is the kanji combination used for Touto, the southeastern region of Japan in Kamen Rider Build. It is in fact! So I guess that means it's an accidental reference?
