The Mu Confederation

The Mu Confederation is a pact that unites the Living Gods of Lemuria. Collectively, these nations are the largest and most powerful political entity in the world, but they have often have difficulty operating as a single force.

Public Agenda

The Mu Confederation exists as a mutual defense organization for the nations of Lemuria. It monitors the development of other nations that may threaten them, and works to form alliances and partnerships with nations that share their worldview. They are concerned about the actions of The Empire of Albion, which has adopted an expansionistic and imperialistic approach since the end of the Dragon Wars.

History

The Mu Confederation formed after the Calamity in Kemet, when the The Little Dragon performed an arcane ritual that resulted in the destruction of The Pharaoh Undying. The Living Gods of Lemuria had previously remained utterly independent of each other, but this threat forced them to put aside tradition and form a pact for their mutual defense. When the Little Dragon and the Cult of the Leviathan were finally defeated, many expected that the Mu Confederation would disband and that the Living Gods of Lemuria would return to their traditional isolation. However, a contingent within the Council of Living Gods believed that the Empire of Albion represented a threat as dire as the Cult of the Leviathan had been, and convinced their counterparts to maintain the alliance in perpetuity.

Territories

The nations that make up the Mu Confederation are almost entirely from the continent of Lemuria and the islands off its shores. There are nearly fifty nations in total, but some of these are small and have little sway within the Council of Living Gods. The most active members in the Confederation are those from those whose territories are along the northern coast of Lemuria, and had previously been closely aligned to Kemet and The Pharaoh Undying.

Military

Since the formation of the Mu Confederation, each nation has sent a number of troops to serve as the combined military arm of the Council. These troops are separated into three major forces, one for land operations, a second for naval operations, and a third for magical warfare. Each branch is under the direct authority of one of the Living Gods, who is selected by the council and given full authority to direct them as needed to help defend the nations of Lemuria. Additionally, the individual nations of the Confederation have retained their own militaries, and many have continued to build and expand them in anticipation of a conflict with the Empire of Albion.

Intelligence Services

Alongside the military forces commanded by the Confederation, they also maintain a robust intelligence network to help monitor the actions of other nations. This organization is known as the Irit, a Kemet word that means "Eyes". Agents of the Irit operate throughout the world, collecting information and taking whatever actions the Council deems necessary for the protection of the Confederation. One of the Living Gods of the Council holds the title of Hery-Irit or "Master of Eyes", but their identity is known only to the other council members.

Besides the Irit, most if not all of the nations in the Confederation have their own spy organizations, who had traditionally kept tabs on each other as much as the nations beyond Lemuria. The formation of the Mu Confederation has not erased this history, and many of the individual nations continue internal operations in addition to watching for international threats.

Operation Bankpin

One of the reasons the Mu Confederation did not disband was Operation Bankpin, an effort by the Empire of Albion to recruit skilled magicians that had previously been a part of the Cult of the Leviathan, but who the Empire thought could be controlled, rehabilitated, or made to work for the interests of the Empire. Several of the Living Gods believe that Empress Charlotte wishes to reconstruct the ritual which destroyed The Pharaoh Undying and add it to the arsenal of the Empire, to be used against them if needed. While the existence of Operation Bankpin was not sufficient to convince the Council of Living Gods to declare war on The Empire of Albion, it was concerning enough that the Confederation remains intact.

Dwalioc

When the Confederation formed, the Living Gods debated greatly over where to place the headquarters of the Council of Living Gods. Finally, they selected the city of Dwalioc. This city is located along the northern edge of the Great Plateau at Lemuria's heart, and is the domain of Scindia, one of the youngest of the Living Gods. Before the formation of the Confederation, Dwalioc was one of the least important settlements on the continent, but it has grown tremendously in the decades since becoming the seat of the Council.

Great overview of the Confederation. I like the idea that the nations that make it up do not 100% trust each other and can't really work as a unified force. I wonder if something will happen to change that.

It's possible. Right now, they are united because they trust the Empire of Albion less than they distrust each other, and don't want to be picked off one by one. But if the Empire stopped being a threat, they would probably disband the Confederation.
