Premise
After 300 years of lockdown, the Gold Administration has been confined to the inner city alongside the Court of Gems. Their once-dominant financial authority has withered into speculative economic reports, built on outdated information and fragments of intelligence from beyond the walls. Cut off from the living economy they once governed, they preserved their hierarchies, procedures, and filing systems as if time had never passed, preparing endlessly for the gates to reopen while losing all grasp of what Zyrokhil had actually become.
Their confinement bred petty territorial disputes and constant status struggles with the Court of Gems. Every corridor, store-room, record shelf, and delivery route became contested ground. Only the local Ivory Order presence prevented these frictions from erupting into open war, enforcing an uneasy peace through martial authority.
In the Administration's vaults and archives sit thousands of meticulously maintained projections, ledgers, censuses, and inheritance rolls: internally coherent, beautifully formatted, and increasingly detached from reality. Their real power collapsed into ceremony, procedure, and bureaucratic ritual.
Then the magical storm hits.
Ancient magical accounting and archival systems reactivate with consequences no one tested in centuries:
- Ledgers update with real economic and demographic data for the first time since the gates closed.
- Old contracts, tax rolls, and inheritance claims begin enforcing themselves.
- Sealed vaults and restricted archives unlock spontaneously.
- The old archival engines begin recording the city as it exists after the reopening.
This should be a moment of revelation. Instead, the Gold Administration treats it as confirmation of its old obsession: if the city can be recorded, then it can be ordered.
The crisis gives them the one thing they lacked for centuries: a living city to classify.
They do not simply want to restore economic control. They want to document the city into hierarchy, define every person by rank, debt, labor, and legal standing, then force reality to hold still long enough for that order to become permanent.
Plot points/Scenes
Trigger: The storm reboots the old systems.
Key consequences:
- Dormant contracts, debts, titles, licenses, accounts, and civic claims reawaken, binding descendants and reviving obligations that entire families no longer understand.
- The archival engines begin producing truthful records of the post-reopening city, exposing how much of zyrokhil now exists outside official categories and contradicting The administration's public narrative.
This becomes the Administration's first great revelation: the city has changed, but it is now legible again.
Administration response:
- Declare a state of financial and civic emergency and use it to justify mass registration of assets, households, labor capacity, titles, and district affiliation.
- Reassert jurisdiction through permits, censuses, audits, licenses, and inheritance reviews while framing all resistance as a threat to order, continuity, and reconstruction.
At first this appears practical. In reality it is the foundation of a new regime. The Gold administration is not only collecting information. It is deciding which records count as real and which lives count as properly documented.
Act II: Classification as Control
The Administration uses the reactivated systems to build a magically integrated hierarchy of status.
Core claim (public): restore trust, prevent fraud, stabilize trade, clarify ownership, and protect citizens from chaos.
Reality (private): create a city where every person can be assigned a legible place and prevented from exceeding it.
Money remains central, but it now functions inside a broader system of classification:
- Debt, income, licenses, ledgers, and access to exchange all become proofs of obligation, station, legitimacy, identity, and compliance.
Methods of dominance:
- Force citizens and businesses into an official currency and registry system, tying legal recognition, work, and trade to successful registration and continued compliance.
- Use predatory lending, magical debt servitude, and status-tracking enchantments to convert economic dependence into a broader structure of civic classification.
- Issue classifications that quietly determine what a person may own, where they may trade, how mobile they are, and how seriously their claims are taken.
The Administration presents this as neutral governance. In practice, it is the creation of a social order in which paperwork determines reality.
Act III: The Record That Shouldn't Exist
Ancient magical auditing and archival verification systems, built to detect corruption within the Administration itself, reactivate.
Inciting incident: A discrepancy reveals that the Administration's own senior ranks are built on fraud, manipulated inheritance, falsified rank, diverted funds, and altered records.
Worse, the reactivated archive does not only reveal economic corruption. It shows that many of the Administration's own claims to legitimacy no longer match the city it is trying to dominate.
Administration response:
- Orchestrate a cover-up by seizing, altering, or suppressing sensitive records before they circulate and before rival factions can weaponize them.
- Frame innocent accountants, archivists, and junior officials, then back the lie with disinformation, intimidation, and assassinations using rediscovered magical poisons and archival sabotage.
Secondary corruption:
- Divert reconstruction funds into speculative ventures, artifacts, monopolies, and influence networks while blaming losses on magical disruption, civic disorder, and unregistered populations.
- Quietly purge records that would validate rival claims, common ownership, or informal community rights.
This act reveals the Administration's central hypocrisy: it demands submission to the record while corrupting the record whenever truth threatens hierarchy.
Act IV: Alliance with the Commune of industry
The Gold Administration allies with the Commune of Industry.
Terms (official): rebuild infrastructure, accelerate production, restore employment, and modernize the city.
Terms (actual):
- Gold provides financing, classifications, permits, and legal legitimacy, while the Commune provides labor capacity, production, coercive leverage, and practical force under magically binding contracts.
- All profitable ventures ultimately end with Gold as owner, creditor, or registrant.
This alliance allows the Administration to move from paperwork to material transformation.
The archive records the city as it is after reopening. The Administration then begins prescribing what each district, household, and class of person is supposed to be. The Commune provides the industrial means to force that prescription into reality.
Engineered hierarchy:
- Restrict credit, licenses, and recognized ownership in disfavored districts while concentrating magical protections, infrastructure, and investment in wealthy or compliant zones.
- Reorganize neighborhoods and labor systems around administrative function, tax yield, and labor value, converting lived communities and mutual aid into taxable, controllable structures.

Act V: Enforcement of Stasis
Economic tensions spike as Gold begins using newly returned magical infrastructure, fiscal pressure, and allied force to stop the city's spontaneous reshaping and freeze it into an official form.
Goal: eliminate competing centers of authority and prevent the city from remaining fluid, self-organizing, or politically negotiable.
The Administration no longer fears chaos alone. It fears mobility: social mobility, economic improvisation, communal autonomy, and any proof that people can live outside the hierarchy being imposed on them.
Escalation tools:
- Weaponize market crashes, audits, confiscations, and supply hoarding to break rivals, manufacture dependency, and eliminate politically inconvenient sectors.
- Enforce order through mercenaries, magical weapons, district lockdowns, checkpoints, movement papers, labor assignments, and repression of protests such as those from the Bowlscrapers.
- Introduce experimental magical markers, seals, and civic inscriptions that visibly identify rank, debt status, and permitted rights.
City outcome:
- Wealthy districts become orderly, protected, and visibly enhanced, while poorer districts suffer unstable magic, over-policing, forced labor obligations, and collapsing services.
- Safety, mobility, and legitimacy become conditional on documentation, and the city increasingly resembles a living archive being forced to match its own paperwork.
Endgame: The Proper Place of a Person
If unchecked, the Gold Administration's final system is not merely economic domination. It is a total documented hierarchy made durable through magic, debt, force, and record.
Its end state includes:
- Magically enforced debt bondage, tiered citizenship, resource monopolization, and visible status markers that make rank, obligation, and permitted rights part of everyday life.
- A unified system in which birth, marriage, labor, residence, inheritance, and civic standing all feed into one administrative machine that permanently sorts the population.
- Lasting categories for the "unprofitable," the "unverified," the "disordered," and the "noncompliant," with each category tied to reduced rights and harsher control.
Those who do not fit the prescribed order are:
- relegated to labor camps, stripped of property and legal standing, subjected to dangerous magical or industrial experimentation, forcibly relocated, or expelled as administratively incompatible.
Result: Zyrokhil becomes a plutocratic ledger-state where wealth, debt, and rank merge into one fixed hierarchy. Economic mobility dies because social mobility dies with it. Human life is not only assigned a price. It is assigned a place, entered into the record, and held there by law, magic, and force.

Money, debt, and ledgers remain central, but not merely as instruments of profit. They become the language through which the Administration defines who belongs above whom, who may move, who must serve, and who is treated as administratively expendable.
