Magical and Non-magical education
Non-magical Education
Much of the populous of Halruaal are not traditionally educated people. Though that doesn't mean they are stupid, illiterate, etc. Many of the common people are tradesmen by nature, taking on apprentices or being apprentices of someone more learned in their craft.
Those non-magic individuals with money - merchants, doctors, scribes, etc. - can received formal learning at academies, monestaries and schools. These forms of schooling are fairly expensive. In these situations, typically these individuals are more middle-to-upper members of society (or someone benefiting from a wealthy patron).
The establishment of a traditional public education for all members of society does exists. This is only really under House Romanos in the Dytika Isles. More often than not, non-mages learn from other non-mages as apprentice/students.
Magical Education
As a practice, Halruaal only truly values magical education in formal settings. As the Magisterium is made up of (and governed by) elite class of wizards, it is important maintain their control over magic - or at least the image of control.
The Magisterium maintains regional magical university and grand libraries. These schools and libraries are not the only sources of magical learning, but they are highly respected and limited to the "cream of the crop."
Each of the Eight Noble Houses, divide their obligations between the major cities that they control - typically in Cities ruled by their more loyal Dukes. Both the Schools and Libraries acts as a repository of the sum of the House's wider magical knowledge base. They are strictly kept and disseminated to prevent House secrets from being lost or stolen by other Houses.
Though there are still a number of the towns under the cities that hold minor schools containing regional lessons and secrets. In certain cases some of the cities that contain regions libraries have schools for the wizards in their populace. The same could be said that the regional universities, they might support a less established library.
