Vicar Sparrow

Vicar Sparrow, known to non-foreigners as Tessa Huntersworn, is a former Hunter of Norinar turned cleric-bureaucrat for the Holy Zeshem State. She now acts as the Imperial Liason to the City of Udena in the Kingdom of Airka. 
Tessa is a woman of many lives, who has drifted far beyond the traditional stratified roles expected of a person in Zesheko. She's worked as a merchant, assassin, bureaucrat, and diplomat; she has committed murder and worked to coordinate them. Now, she is a city over-priest and imperial coordinator, somewhere between a religious figure and an administrator. 
Vicar Sparrow is, at her heart, a very warm and welcoming Zeshem. She sees value in vulnerability and openness beyond what would be proper in ordinary circumstances. This makes her politically unpopular but also helps her prosper as a merchant, diplomat, and recruiter. She is deeply loyal to the Empire and uses her disarming friendliness to help gather information for it. She also acts as a friendly face for the faith and empire to foreign powers, downplaying the religion's xenophobia and helping it seem rational and appealing.
Sparrow met Potha Sarana and her companions, and seems to generally support her cause.
