Tashaba of the Flooded District

Tashaba Bazanebos is a dockworker, stitcher, and community organizer who rose to prominence in her community when the Rot Plague struck her home city. She became the de-facto mayor of the Flooded District of Vikasha and an early ally of Makar Mesaba. It is unknown whether they survived the devastation that followed in the year after their meeting. 
Tashaba was born to Vikasha and spent her life moving between the dockyards and her family's home village of Zanebos for work. She learned many skills: ship work, farming, repairs, stitchwork, community organizing. Her active involvement in local community groups and dockworker's meetings made her a respected voice for many in the community - and when the Rot Plague came, the dockyards flooded, and the district was quarantined, she emerged as the most competent and focused leader.
Once in charge, Tashaba began seriously evaluating more radical solutions to the district's problems. She dreamed of joining the other quarantined districts in an uprising demanding food, water, and medicine, as well as a united local government to organize medical care and regulations. She argued heatedly with Priest Amina of the Flooded District before coming to a cautious compromise: local organizing with a defensive militia, focused on sustaining themselves and avoiding open war with more heavily-armed forces.
