Henry Bouer was a backstory character. He was the Director of Prospero until his death under suspicious circumstances on March 19th 1985.

Martin Volk was a backstory character. He leader of the Black Hand, a group that acquired and sold anomalous objects. After mortally wounding Jack Hunter, he was executed by Sarah Williams during Operation: INCLEMENT STRIKE.
