Kestrel
The "Head of Harbor Security." Kestrel doesn't wear armor; she wears shadows. She is often seen perched on a high gargoyle-topped archway, observing the crews. She speaks in riddles and is rumored to know the contents of every "unmarked" crate that enters the city.
