City Workhouse
A harsh but structured institution, the City Workhouse serves as a penal facility for young offenders deemed redeemable—those who are not yet considered hardened criminals unfit for society.
The facility houses approximately 120 inmates, overseen by 20 firm but not overly cruel guards.
Daily Routine
Each morning at dawn, the prisoners are marched under guard to various locations across the city to perform menial labor, including:
- Garbage collection
- Street repairs
- Other essential civic maintenance
At sunset, they are escorted back to the workhouse, where they remain under lock and key until the next day's labor begins.
While conditions are strict, the workhouse serves as a means of rehabilitation, offering a chance for younger offenders to reform before they are sent to the harsher confines of the Citadel’s dungeons.
