Frozen Spirits
Hebra is encased in an increasingly severe ice storm. Massive chunks of ice rain from the sky, and Dinraal circles Rito Village. Worse, there is mention of a massive flying beast that attacked the village and left Dinraal wounded.
There is also concern over a missing Sheikah Scholar who got lost in the storm.

Structure
Exposition
- Sumrak travels to Hebra to corrupt Otto and get his pearl
- Dorian, the sage of civilization, is researching a new Zonai/Sheikah structure that revealed itself under Hebra's ice. Elrora, his guide through the mountains, was asked to return to the village to get some supplies for him.
- Sumrak finds Dorian. He shows Dorian how to progress through the tower, telling him to use the shackles of earth. Dorian listens but immediately becomes suspicious of Sumrak.
- Sumrak goes to Otto and begins his corruption, but Dorian tries to stop him. Sumrak wounds Dorian and pushes him off the tower. Dorian survives, and tries to head toward the Great Fairy's location, but succumbs to his wounds in the blizzard, dying on the path there.
- Elrora starts to head back to Dorian, but the sudden blizzard prevents her.
- Dinraal begins to circle the Rito Village, keeping it warm and blasting away the massive chunks of falling ice from the sky.
- Culdwen terrorizes the Palace of Winds, attacking the Wind Tribe there. The Wind Tribe are akin to spirits, though, and cannot provide food, and so it attacks Rito Village. Dinraal fights it off, but he is severely wounded, and the demon merely deterred.
- Sumrak heads to Necluda. His Shadow rebels and tries to hide in Hebra, avoiding going to the desert. The Shadow waits for the party, and tries to stop them from finding the Shackles of Earth, which are on Dorian's body.

Rising Action
Hebra Northern Lowlands
The party travels to Hebra. They see Satori guiding animals away from the region.
Rito City
Dinraal is being attacked by Culdwen. The Rito are grounded. The place is surrounded by a blizzard. Massive chunks of ice are falling from the sky. Elrora looks out for Dorian and prays at the Shrine of Zephos. She asks the party if they saw him on their way in, and tells them the Chieftain has been looking to hire adventurers.
North West Hebra Mountains
The party finds Rozen. Rozen points to "home", The Tower of Heaven, and leads them to the cave entrance that leads to the tower. There is blood frozen and smeared to the walls at the entrance of the cave. Further in, blood trails out of the cave and back into the storm toward the Hot Springs. There is also several sets of footsteps going into the cave toward the tower.
North Eastern Hebra, path to the Springs
Shadow Sumrak intervenes when the party goes toward the Light Spirit's location and tries to stop them from getting to Dorian who has the bag of the shackles of earth. In the end, Magnus personally intervenes, and the Shadow flees.

North Eastern Hebra Mountains
The party may find the entrance to Shinzo's old study. Shield surfing to get down into the study.
The Tower of Heaven
The Party must climb the Tower of Heaven with the Shackles of Earth. Otto is here.
The Palace of Wind
The party runs into Liza. She explains much of the Tower, Zonai, Culdwen, etc. She tells them that Culdwen is attracted to the tower's power source, but to reach it requires assembling the orbs of wind at the fountain.
Climax
Palace of Winds
The party seeks the orbs of wind. Culdwen frequently intervenes. Culdwen is psychic and comes with a single message: Don't Go. Come back. Come back.
Once arriving at the power source, Culdwen attacks in full force. The party slays the beast.
Falling Action
Liza and a host of Wind Tribe ghosts appear before the party. The host bows and fades away. Liza congratulates the party and tells them the tower should be safe, and hopefully, its decent is stopped.
Resolution
The party returns to Hebra. The sun is shining. Elrora is at the base of the tower of heaven, waiting for the party, along with the Rito Chieftain. The Rito Chieftain acknowledges the party as heros, and specifically notes all the good they have done in the world so far.
