The government of Koss is run by the Merchant Guild of Koss. Senior members of the guild are appointed to civil positions for a period of 5 years, rotating out as their service is up.

Koss is a strictly mercantile city, thriving on the flow of goods and services through the southern lands. If it exists, Koss will trade in it.
Guilds and Factions
The Merchants Guild of Koss is the final authority in the city. They rule with an iron fist, and no goods or services make their way through or out of the city without their permission or knowledge.
Points of interest
The Great Market of Koss, a sprawling maze of tents, alleyways and low brick buildings, is a prime destination for may merchants hoping to find riches in the southern continent. The market serves as a waypoint and meeting ground for the notoriously reclusive Yu'an Ti, a snakelike people that rule the deep riverlands, and the Elves of the far East.
Most things can be found in the market, if one just looks hard enough, or knows the right questions to ask. Some rumors say that even slaves can be purchased here, vile poisons, mystic arts or even body parts of fallen celestials.

Low rise buildings with a grey stone used throughout the city. Many walkways and paths meander over canals and rivers.
