Government

Monarchy: King Uxinneas IV   At the apex of Dracopolis' government stands the monarch, King Uxinneas IV. As the reigning ruler, King Uxinneas is the highest authority in the city, wielding both symbolic and practical power. His lineage traces back to the dragonlords who once ruled the city, making his reign a continuation of that legacy. While he holds the ultimate authority, King Uxinneas adopts a somewhat distant approach to governance. He tends to leave the day-to-day administration of the city and its surrounding territories to his council, often preferring not to interfere directly in matters of governance. However, his influence is undeniable, and his presence symbolizes the continuity of Dracopolis' rich history.   Grand Council: The Day-to-Day Administrators   The Grand Council serves as the primary governing body responsible for the day-to-day administration of Dracopolis and its immediate environs. This council is comprised of a select group of individuals chosen for their expertise, loyalty, and influence within the city. While the king has the authority to appoint and dismiss council members, these individuals often possess considerable autonomy in their respective domains. The Grand Council is entrusted with managing various aspects of the city, including commerce, security, infrastructure, and cultural affairs. It plays a pivotal role in translating the king's overarching vision into practical policies and initiatives. The council members often collaborate, debate, and make decisions by consensus, ensuring that governance remains stable and efficient.   Wardens and Local Authorities: Enforcing and Implementing   Beneath the Grand Council, Dracopolis is divided into districts and wards, each overseen by appointed wardens and local authorities. These officials are responsible for implementing and enforcing the policies and directives handed down by the Grand Council and the king. They manage the day-to-day affairs of their respective regions, ensuring the welfare and security of the city's inhabitants. Wardens and local authorities also act as intermediaries between the central government and the local populace, addressing grievances and concerns. While they hold authority within their designated areas, their powers are constrained by the broader policies and decisions made by the Grand Council and the king.   In summary, Dracopolis operates under a tiered system of governance, with King Uxinneas IV as the symbolic and ultimate authority, the Grand Council as the practical administrators, and wardens and local authorities as the enforcers and implementers. This layered structure allows for effective governance while preserving the city's rich history and traditions.

History

Early Settlements and the Dragon Empire (c. 1300 - 1708 AE)

Dracopolis began as a small coastal settlement around the year 1300 CE, founded by tribal communities seeking refuge from the orc hordes that plagued the region. As the settlement grew, it expanded upward, clinging to the cliffs overlooking the Braxat Sea. This elevated position served as a natural defense against threats.   In 1504 CE, Dracopolis entered a new era with the rise of the Dragon Empire. The Dragon Empire, led by powerful dragonlords, exerted dominance over the surrounding lands, including Dracopolis. These dragons, revered as god-like beings, played a central role in the city's culture and governance. Dracopolis prospered under their benevolent rule, becoming a hub of trade and culture.   However, the Dragon Empire faced internal strife and conflicts among the dragonlords. This discord led to a weakening of their grip on Dracopolis and the neighboring regions. In 1708 CE, the once-mighty Dragon Empire finally fell, freeing Dracopolis from its control.

The Time of Sorrows (c. 1778 - 1998 AE)

After the fall of the Dragon Empire, Dracopolis experienced a period of relative peace and prosperity. However, this newfound tranquility was shattered by a mysterious and devastating curse known as the "Time of Sorrows."   Beginning around 1778 CE, the curse manifested as a grim annual event. On the 15th day of the 3rd month, every third child under the age of 12 years old in Dracopolis was struck dead, casting a shadow of grief and despair over the city. The curse persisted for two centuries, eluding all attempts to break it.   It wasn't until 1998 CE that the curse was finally lifted. The key to its undoing lay in the hands of the 7th daughter of a 7th son, a young and gifted individual named Selene. Through a harrowing journey and an act of great sacrifice, Selene managed to break the curse's hold on Dracopolis. Her heroic efforts brought an end to the Time of Sorrows, and the city was finally free from the traumatic cycle of loss.

The Mindflayer Invasion of Ghemjana (2012 - 2016 AE)

In the years 2012 to 2016 AE, a dark chapter unfolded in the cosmos as the Mindflayers, denizens of the far realm, invaded the world of Ghemjana. The Ilithid Armada descended upon Ghemjana, seeking to enslave its inhabitants and subject the world to their sinister will.   The war waged on for years as the population of Ghemjana valiantly fought back against the Mindflayer invaders. Desperation and despair gripped the world as thousands fell under the control of the insidious Ilithids.   Hope arrived when another fleet of Spelljammer ships, led by courageous adventurers and aided by the people of Dracopolis and other worlds, came to the rescue of Ghemjana. Together, they engaged the Ilithid Navy in a monumental battle that pushed the invaders back to the far realms from whence they came.   As a result of this alliance, Spelljammer technologies were shared with the greatest minds of Ghemjana, including those of Dracopolis. However, in a move veiled in secrecy, the knowledge was locked away, hidden from the world's grasp.

The Hestorian Plague of 2022 (2022 - 2016 AE)

In 2022 CE, Dracopolis, like the rest of Hestoria, faced a devastating crisis with the outbreak of the Hestorian Plague. The deadly plague was believed to have originated in Southland, within the Elven Empire. It posed a severe threat to people of all ages, claiming countless lives.   The kingdoms within Hestoria, including Dracopolis, initially struggled to coordinate efforts to combat the plague. They resorted to blaming one another for its spread while closing their borders, failing to provide adequate aid to their residents.   One unexpected savior emerged in the form of an unlikely ally—the Great-Strong Orc Horde of Headskull Kickstomper, led by Chief Kickstomper. In a desperate move to curb the spread of the plague, Chief Kickstomper ordered the immediate execution of anyone showing symptoms unless they were in the presence of a healer or doctor. This drastic measure, while brutal, led to a rapid decline in cases.   The true turning point came when Chief Kickstomper enforced a quarantine after publicly executing 200,000 individuals in a single day, a shocking act that sent a chilling message of containment. While drastic, this action proved effective, and the plague's grip on Dracopolis and the surrounding regions began to wane.   Today, Dracopolis remains a resilient city, forever shaped by its rich history marked by dragons, curses, plagues, and the alliance that thwarted the Mindflayer invasion of Ghemjana. It stands as a testament to the indomitable spirit of its inhabitants, who have faced countless trials and emerged stronger each time.
