After the devastating defeat at Third Battle of River Nihl, Maneater decided to change his strategy to focus on breaking the naval superiority of states opposing him.
He attempted to do that by enlarging his own fleet and launching prolonged naval war of attrition, destroying all enemy ships (killing or taking prisoner the mariners) and launching raids on harbors.
