A new codex of imperial laws is introduced to Imperium of Karadia.


One of the most important problems of Imperium in its first years were the problems with law systems. Novia, Itavia and Frankia (sometimes even its many dukedoms) had completely different law systems.

  Rather than unifying them - which was mostly impossible and would lead to intense resistance - menorian advisors suggested another approach. The Codex Falonus (or Codex of Falon outside of Itavia) were mostly a written form of local customary law. Inhabitants of Frankia were to be judged according to frankish part, Itavians - of itavian part and so on.

  A completely new law system was simultaneously written and introduced (mostly by menorian advisors) to work for imperial citizens (soldiers, governors and so on) which was a beginning of imperial dualism in approach to citizenship.
