SC2020 - Roling Reactor Guardians (RRG)

The rolling reactor guardians are specialized soldiers as well as engineers. They are at once the protectors and the operators of the rolling reactors. They also help adjust and detail out the plans the villagers have for how they want to use the rolling reactor to improve their community. Because no city state is to lay claim of the fusion reactor core as their own, the RRG has become a largely autonomous military unit, who does not answer to any government, as long as they do not do anything major to piss them all of at the same time. The city-states have however become vary of the RRG, as it was installed as a way to share the fusion core power with the surrounding regions, which were supposed to make them more grateful to the great cities, more complacent, and less likely to revolt. However, over time, as the ties between the RRG and the great cities have weakened both the great cities and some in the outskirts have seen the RRG as a way to semi level the playing field - as someone on the outskirts side against the great cities. The RRG love the adoration and affection they get from the people of the outskirt, many also have true altruistic motives of improving life for those who have the harshest conditions. But no matter their sentiment, they all know that they still exist only by the grace of the great cities. They are a small specialized organization and would not stand a chance against any of the individual great cities themselves, to say nothing of the odds if several of the great cities wanted them destroyed. They know full well, that their main premise of existance is that the increase the yields from the outskirts, which end up enriching the cities, and they do so in way that none of the great cities every feel too left out and develops too much animosity against them.
The RRG are not naive though, and given that they are both elite soldiers and engineers, they have taken several liberties with the fusion reactor cores in terms of weaponization. While it is still a secret, they roof on top of the wagon can be opened up to reveal a ray-gun.
