Mayor's Letter
Messages from and to cities are transmitted through the use of telegraphy. When a message is transmitted within the city, such as the city of Birdencaster, it is transmitted by Messenger. If the message is staying within the same Zone and Segment combinations, then it is oral. For messages that aren’t, they will be written down, and are taken to the nearest Zone or Segment, whichever is closest. For the Mayor's Letter, it is always written.

Messages from City Hall are on lemon-yellow coloured paper.
by contrast, if it is standard documentation from City Hall, such as council tax notification, it will be on standard paper, which is parchment coloured. The messages that are not standard and are from the Mayor are also lemon-yellow in colour.
These as you might have thought are a target for thieves. To combat this, the Messengers that carry these messages, travel on differing routes each time.
The Mayor’s Letter is a status symbol that means that you are important, have sway and means that you have the “mayor’s ear”.
