Mayor's Letter

Messages from and to cities are transmitted through the use of telegraphy. When a message is transmitted within the city, such as the city of Birdencaster, it is transmitted by Messenger. If the message is staying within the same Zone and Segment combinations, then it is oral. For messages that aren’t, they will be written down, and are taken to the nearest Zone or Segment, whichever is closest. For the Mayor's Letter, it is always written.

Messages from City Hall are on lemon-yellow coloured paper. by contrast, if it is standard documentation from City Hall, such as council tax notification, it will be on standard paper, which is parchment coloured. The messages that are not standard and are from the Mayor are also lemon-yellow in colour.   These as you might have thought are a target for thieves. To combat this, the Messengers that carry these messages, travel on differing routes each time.
The Mayor’s Letter is a status symbol that means that you are important, have sway and means that you have the “mayor’s ear”.

Why Is It Famous?

Most of the mayor's correspondence typically is addressed to people who are part of City Hall however a mayors letter is a response to someone who has written to them. It is rare the mayor, interacts with the public and the mayor is highly regarded, therefore these messages once received are treasured and often framed.   The most famous of these is a letter that was received by the citizens who were concerned about the protests in Segment 7, or in Zone 1, or outside the City Hall about the power cuts.   For citizens who are just enquiring with a standard message sent to City Hall, the lemon-yellow coloured paper is still sent in reply. Those who are a little more persistent will be given a more well thought out message, and those who are more persistent still will receive an invite to see the Mayor about ideas they may have.   These meetings are more like consultation meetings in a group. Which near the end of the meeting those who want to speak privately can, but this will be with an employee, not with the Mayor themself.
