Education Of Disasters And Lockdowns

Historically some civil disasters have occurred and therefore methods to keep people safe have been used. People have been taught what is expected of them. In education to the same extent, we would expect with Japanese students to know what to do when there’s an earthquake.
 

Locking Down!

Civil disasters would be crimes such as; mass theft and damage to property or even terrorism and riot, would trigger the city to go into lockdown. Lockdowns have occurred before in Birdencaster , historically, the majority of lockdowns have been because of crime, in the case of these lockdowns, most people are not allowed on the streets apart from Police and those who are helping with the survival of the citizens within the city as well as the people for investigation of the crime, Messenger, and food and clothes related businesses including banks etc. The arena in Zone 1 will not operate in lockdown and therefore will not open on the The Great Day of Celebration.   If the lockdown runs onto a Thursday, when The Great Day of Celebration will be observed then typically the normal meal consisting of pasta will still occur, going to the arena will not, street entertainers will also not be out unless it is a less severe lockdown and of course people are then allowed to enjoy these entertainments.

The Role

As soon as there is an incident that requires the city to lockdown, this doesn’t always mean that all parts will go into lockdown. If it is declared during a time when people are at work or at school etc, the official start of the lockdown will be in the evening or if it is the Great Day of Celebration at midnight. At this point, anyone, with the role to help out, will have these duties activated and the regular ones deactivated meaning if they don’t perform them unless they are ill, they will have the law after them.   Wardens are generally known by the citizens of that particular Segment and Zone, these are elected regularly or when the person is unable to keep up with these responsibilities due to age etc.   The responsibilities of this role are to buy supplies of food and other essentials such as clothes and candles as well as delivering work to and from the workplaces of the Zone and Segment they operate in. Individuals new to this role will be guided on how to do it by others by shadowing them.

Acquiring The Role

How someone would acquire this important role is by getting voted in. The minimum age a citizen can have this elective role is 20, as they will have at least one extra employment or 2 extra employments or 1 and 1 core job or a mixture of the three. If someone is deemed to be untrustworthy a vote of no confidence occurs. If however, the person is not doing their duties when it is needed then criminal charges will be taken.   If the person is elected during the three year period, then they are then considered to have that role for the remainder of the three-year stint. As Birdencaster uses premade notebooks such as ledgers it is therefore not unlikely that they could not have ballot papers, these would then be ripped from the main book and given to the voter.   As soon as a Lockdown is declared, from this point on citizens with the role, now ensure in the morning that those in their Segment and Zone are fed, clothed and have candles they need, they will ensure that if required that messengers visit people’s homes so that communication can continue. In less severe lockdowns people are allowed out for exercise to visit a local public square etc.

Getting Paid

The citizens with this role will write down honestly what hours they have worked and ensuring their well-being. Once the lockdown has been declared to have finished their old roles are reinstated, as they were technically not working at their old places of work during the lockdown, and things go back to normal.   Citizens with their roles reinstated will then apply to have their pay from the City Hall, this will include the hours they have worked in their former role so that they can work out what is withstanding. The payment would be given in the form of an authorisation card that is sent from City Hall itself and delivered by messenger. The card then can be given in at the bank for the payment, this can be withdrawn or deposited into a bank account.

Paying For Essentials

People pay for the items they need out of pocket and if they require more money then this will be taken out of their bank accounts with security assured it is them, for example, a message with a signature for example. Citizens often take money out for this reason so they would typically have a savings and a current account with a cash box in their homes for saving when lockdowns happen.
