Ner is an accomplished Chargehire that's name, short as it is, is well known by Highform looking for a shady opportunity.
The Humane and Frale can't find an agreed upon description of her, sometimes a hero, a savior, others someone to be ashamed of, a traitor. The verdict has been out for years on where she stands in society. The publicity keeps her hired for weeks at a time, so she doesn't care.
Just walking from one end of a Maincity to another she finds high praise and colorful insults in the same day.
No one knows where she's from, why she became a chargehire, besides getting out of her Frale District and doesn't stay in one city for long. 
But every once and a while, she'll find a Frale who hears her name, and emotions are stirred. For a few years in her twenties she was considered a hero, and Frale celebrated her when she strode through the districts. While still full of terrible vocabulary and manners, she was notably happier, almost approachable. Something caused her to she quickly changed her demeanor and the opinion of her in society. It destroyed her standing in the Frale community, and it spread quickly through the districts and along the Bridgeways. But there's always the odd one that despite knowing her reputation, there's a group of Frale that vouch for her every doing, insisting on meeting her.

Ner is seen negatively by many Frale, constantly taking negative of those that settle in the cities and suffer in the districts. Most of her highform clients find this amusing, being more enticed in hiring her for a laugh at the expense of the Frale from a Frale herself.

"I heard she doesn't even step into the district's stone steps anymore. She thinks so highly of herself, how she acts you'd think she was born in a tower taller than the highforms themselves."
