The Odyssian Enclave

While the tiny nation is independent the Odyssian enclave is more than a nation, it’s an operation of pirates and sea captains. They are the sea power anywhere near the island. They not only control the waves they control the trade anywhere near them. The Enclave is more than a strongarm extortion operation. The enclave facilitates trade with many nation. They make sure trade runs smoothly or doesn’t run at all if need be.
