Accords of 1180, Paladine and Tower Rock are entering an unstable time. With superior trained soldiers and knights and hardened in battle it is possible. The economic power of Tower Rock and control of the vast majority of iron mines is a very real opponent. While a Tower Rock military has the numbers, equipment and soldiers the war has the potential to be devastating to both nations. Trade is uneasy and neutral grounds are to be established in negotiations for civil commerce. Tower Rock has halted all iron trade in any form with the knights to the north. King Darwin Hawk of Tower Rock proposes trade via port for future iron and land routes for all other trade also maintained in a neutral trade area. King Phaulkon proposes all trade be conducted via land routes for security and expense. The proposed area for neutral trade is the fertile valley north of Tower Rock and east of Paladine. Both countries would contribute equally to this new city for no less than one quarter century. From then on the new city would and should become self-sufficient in its economy. To help with the transition to independence funds would decrease over the last decade from each kingdom. To keep either nation from over influencing the leadership an elected house of congress to consist of nine individuals. Three senates of three with at least one non-human race to be in each, Halflings and half-elves and half-orcs shall be the first to be considered. This accord will single handedly validate the already established half-orc settlements of the area. The half-orcs have established a small settlement and work the sea with small fishing boats and costal raider ships. This seems to be a inter breading with the Northmen barbarians who integrated into Paladine society at the beginning of the last orc war. The secondary strain is the denomination of trade money. While Tower Rock is committed to the gold standard with a silver based society the Paladins trade with Iron Bars as a standard and its society trades with copper coins. Paladine needs and maintains a solid and vigorous trade to import iron it naturally became the standard for the royal accountants to use that resource as a corner stone of the northern economy.   Trade with Epirious continues to run smoothly with a gold standard yet does not side with either Kingdom and religiously it remains a neutral nation in the situation having its own theology. The financial and religious positions is magnified by the geographical distance to both. All three countries have a small navy and are unable to protect trade by sea for any consistent length of time.
